Nghe An reviews and rectify illegal humanitarian health check-up activities

According to Nghe An Department of Health, these activities pose a potential risk to people's health, especially when they do not ensure professional, technical, human resources and legal conditions as prescribed in the Law on Medical Examination and Treatment and current guiding documents.

On the morning of June 17, the leader of Nghe An Department of Health said that the unit had just sent a document to districts, cities, towns, and public and non-public medical facilities regarding strengthening the management of humanitarian and mobile medical examination and treatment activities.

According to the Department of Health, in the past time, the unit has received many complaints from people and information on social networks about some organizations and companies organizing free health consultation, examination and survey activities in some remote areas. Through the review, it was initially recorded that there were humanitarian medical examinations, treatment, mobile health examinations for people such as: thyroid ultrasound, abdominal ultrasound, osteoporosis measurement... organized without permission from the competent authority.

To strengthen the management and rectification of humanitarian and mobile medical examination and treatment activities in the province, the Department of Health requests localities to direct the People's Committees of communes, wards and towns, the Health Department, offices and related units to deploy and organize inspections of compliance with regulations related to humanitarian and mobile medical examination and treatment activities in the area. Promptly detect, handle according to the law and report to the Department of Health for unlicensed humanitarian and mobile medical examination and treatment activities in the area.

In addition, the Department of Health requires public and non-public medical examination and treatment facilities in the area to strictly comply with regulations on humanitarian and mobile medical examination and treatment activities (including health examination, occupational disease examination, health consultation, etc.), and are not allowed to implement them without approval from competent authorities.

Implement regulations, procedures, and contents of humanitarian medical examination and treatment activities in batches, humanitarian medical examination and treatment by individuals, and mobile medical examination and treatment (including health check-ups) according to the provisions of the Law on Medical Examination and Treatment; Decree No. 96/2023/ND-CP dated December 30, 2023 of the Government detailing a number of articles of the Law on Medical Examination and Treatment and Official Dispatch No. 186/SYT-NVY on strengthening the management of mobile medical examination and treatment activities.

The Department of Health also assigned local health centers to be responsible for guiding and directing health stations to comply with regulations and promptly correct violations if they are detected. Functional departments under the Department of Health will coordinate to continuously monitor and inspect mobile medical examination and treatment activities.

As reported by Nghe An Newspaper, recently, a group of people wearing white coats went to some highland communes in Ky Son and Que Phong districts to provide free health check-ups for people. After the health check-ups and consultations, this group of people began to introduce and sell functional food products to people. The group introduced 2 health protection products "Bao Minh Pills" and "An Binh Bone and Joint Pills" with a total price of 1.4 million VND with a 50% discount. Thus, people only spent 700,000 VND to buy 2 products. In Pha Danh commune alone, this group of people sold nearly 200 products.

The leaders of Pha Danh Commune People's Committee signed and stamped the plan, although the content of this plan clearly stated that this company would conduct health examinations for people as well as sell products after introduction. Meanwhile, this company has not been approved by Nghe An Department of Health to organize health examinations for people; at the same time, it is not allowed to sell products.

According to the leader of Nghe An Department of Health, the health check-up activity organized by Viet My International Investment and Consulting Joint Stock Company for people in Pha Danh commune, Ky Son district without approval from Nghe An Department of Health is a violation of the provisions of the Law on Medical Examination and Treatment No. 15/2023/QH15 dated January 9, 2023 and Decree No. 96/2023/ND-CP dated December 30, 2023 of the Government detailing a number of articles of the Law on Medical Examination and Treatment./.
