Preparing land fund for social housing development

According to the Housing Development Program of Khanh Hoa province for the period 2021 - 2030 approved by the Provincial People's Committee, it is forecasted that by 2025, the demand for land fund for social housing development in the province will be more than 227 hectares, corresponding to the newly completed social housing floor area of ​​more than 1.8 million m2.   (44,881 units). In the period of 2026 - 2030, the demand for land fund for social housing development is more than 337 hectares, corresponding to the newly completed social housing floor area of ​​more than 2.3 million m2 (48,751 units). Meanwhile, according to the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030" approved by the Prime Minister , the province is assigned the target of implementing 7,800 units in the period of 2021 - 2030 (of which, the period of 2021 - 2025 is 3,400 units).

Mr. Chu Van An - Deputy Director of the Department of Construction said that by the end of 2024, the province had basically completed 3,364/3,400 units (reaching 98.9%). However, according to Decision No. 444, dated February 27, 2025 of the Prime Minister on assigning targets for completing social housing in 2025 and the following years until 2030 for localities to add to the socio -economic development targets, the target assigned by the Prime Minister to the province in 2025 is 2,496 units. Therefore, in addition to allocating 20% ​​of land fund in commercial housing projects, it is extremely necessary to proactively prepare independent land funds specifically for social housing development.

Currently, the land fund planned for independent social housing development has been identified in the Housing Development Program of Khanh Hoa province for the period 2021 - 2030. Accordingly, the projects being implemented include: Cam Nghia Ward Social Housing Project, Cam Ranh City (land area of ​​88 hectares, about 3,565 units, invested by Cam Ranh Salt Joint Stock Company, currently implementing 1,142 units, expected to be completed in the fourth quarter of 2025); Hung Phu II Social Housing Project, Nha Trang City, expected scale of 30 floors, 1,200 apartments, invested by Nguyen Hanh Construction Investment - Design Consulting Co., Ltd. is completing procedures to extend the progress at the Department of Finance. Projects that are preparing procedures to propose policies and complete procedures to approve investment policies include: OXH02 Social Housing Project at No. 10 Truong Son, Vinh Nguyen Ward, Nha Trang; Phu Quy Nha Trang Social Housing Project belongs to Vinpearl Phu Quy Housing Project, Nha Trang; Vinh Hai Ward Social Housing Project at Trai Ga land plot, Vinh Hai Ward, Nha Trang; Social Housing Project at land plot CT-01, land plot CT-02 and land plot CT-04 An Binh Tan Urban Area, Nha Trang; Social Housing Project at land plot HHO-05, Vinh Hai Ward, Nha Trang; Social Housing Project for police officers and soldiers at land plots HHO-31 and HHO-32, Vinh Thai Commune, Nha Trang; Cam Ranh Social Housing, Cam Nghia Ward, Cam Ranh. In addition, there are currently 24 other independent social housing projects in Nha Trang (7 projects); Cam Ranh (5 projects); Ninh Hoa town (7 projects); Dien Khanh district (1 project); Cam Lam district (4 projects) have been proposed in the Adjustment of the Housing Development Program of Khanh Hoa province for the period 2021 - 2030 (2nd time). These projects need to continue to be reviewed, speed up the completion of legal procedures related to site clearance, and call for investment to soon implement the project.

Need to remove obstacles

According to the leaders of the Department of Construction, many land fund locations oriented for the development of independent social housing are still in the proposal stage, have not been officially approved for investment, or have been approved but have not yet selected investors. The work of completing legal procedures related to land, detailed planning procedures, especially compensation and site clearance work still faces many obstacles and is prolonged due to the compensation unit price not being suitable to reality or the lack of consensus from the people. These issues require strong direction and synchronous, specific solutions from competent authorities to resolve and speed up progress.

To promote the development of social housing in the province, the Department of Construction recommends that the Provincial People's Committee assign the Department of Agriculture and Environment to preside over and coordinate with the Department of Construction, the Department of Finance, and the Van Phong Economic Zone Management Board to urgently review and specifically assess the legal status and implementation capacity of land funds identified for the development of independent social housing in the Khanh Hoa Provincial Housing Development Program for the period 2021 - 2030; prioritizing clean land funds with favorable locations and good infrastructure connections, ensuring compliance with land use planning and plans. At the same time, based on the review results, the Department of Finance is assigned to preside over and coordinate with relevant departments and branches to advise the Provincial People's Committee to arrange state budget capital to carry out compensation, support, resettlement and synchronous investment in technical infrastructure systems outside the project scope to create land funds for social housing development; Prioritize the use of a portion of the money equivalent to the value of the land fund invested in building technical infrastructure systems to build social housing in accordance with the provisions of the law on housing to carry out compensation, support, resettlement, and create land funds for social housing development in accordance with the provisions of Article 11 of Resolution No. 201 on piloting a number of specific mechanisms and policies for social housing development of the National Assembly. Along with that, the Department of Construction recommends that the Provincial People's Committee direct localities to propose land funds for social housing based on their local social housing needs, supplementing the provincial housing development plan for the period 2026 - 2030; prioritize locations near industrial parks, industrial clusters, and areas with high social housing needs.

In addition, the Department of Construction recommends that the Provincial People's Committee direct relevant departments, branches and district-level People's Committees to study and advise on the application of specific mechanisms according to Resolution No. 201 to remove obstacles and promote the development of social housing. For social housing projects that have not been approved for investment policies or have been approved but have not yet selected investors, the Provincial People's Committee is requested to direct departments, branches and sectors to study and be ready to apply the mechanism of approving investment policies and at the same time assign investors without going through bidding according to the provisions of Article 5 of Resolution No. 201 immediately after this provision takes effect from July 1, 2025. For projects that have selected investors, the Provincial People's Committee assigns departments, branches and sectors to proactively guide investors to implement the provisions of the law on investment, planning, land, construction and other relevant legal provisions, promptly handle difficulties to soon start construction in 2025.

Concluding the meeting, Mr. TRAN HOA NAM - Vice Chairman of the Provincial People's Committee assigned the Department of Construction to coordinate with relevant departments, branches and sectors to urgently complete the Draft Decision detailing the case of having a house owned by oneself but far from the workplace to enjoy social housing support policies in the province (according to Clause 2, Article 9 of Resolution 201) to submit to the Provincial People's Committee for consideration and approval; the Department of Finance reviews 4 projects that are preparing procedures to propose investment policies, and promptly submit them to the Provincial People's Committee for consideration and decision. The Department of Construction shall preside over and coordinate with relevant departments, branches and sectors and People's Committees of districts, towns and cities based on the social housing needs of each locality to propose additional new land funds with potential for independent social housing development in the area, ensuring compliance with the approved general planning, zoning planning and land use planning; Provide solutions to resolve difficult projects to ensure targets assigned by the Government.
