Strengthening gender equality communication - Spreading humane messages in the province

As a mountainous border province with over 84% of the population being ethnic minorities, Lai Chau has encountered many difficulties in implementing gender equality programs. However, with the attention and direction of Party committees and authorities at all levels and the synchronous participation of departments, branches and mass organizations, gender equality communication work has been creating a clear effect in the community.

From 2021 to present, the whole province has published more than 30,900 communication documents on gender equality; Lai Chau Newspaper published nearly 1,000 news, articles, videos , and photos reflecting models, typical examples, and gender laws and policies. Media from the province to the grassroots have broadcast thousands of news, articles, and reports; published 30,933 leaflets and brochures, hung 1,221 banners and banners, and conducted 336 mobile communication campaigns; organized 3,310 thematic meetings and 1,379 propaganda competitions, attracting tens of thousands of participants. In addition, more than 95% of village, hamlet, and residential group conventions have been reviewed and amended to ensure that there is no gender discrimination.

Speaking to reporters, Ms. Tong Thi Thom - Vice President of the Phong Tho District Women's Union said: "Through models such as: "Women with the law", "No third child", "Sustainable happy family" ... we have reached thousands of ethnic minority women members, helping them improve their knowledge, confidence to participate in economic and social development and proactively prevent gender-based violence".

Not only targeting women, the programs also encourage the active participation of men. Images of fathers taking care of children, husbands sharing housework or ethnic minority village chiefs standing up to promote the prevention of child marriage have become vivid evidence of changes in the community. Mr. Phan A Tinh - a prestigious person in Sin Chai village, Mu Sang commune, Phong Tho district shared: "We are trained and participate in community communication activities. As an ethnic person, I understand that there are many inappropriate things in the old customs, especially about child marriage or women rarely going out to study and work. Now that I speak out, people listen and gradually change."



Officials of the Women's Union of Ban Lang commune encouraged members to promote livestock development to increase income.

In the 5 years of implementing the Gender Equality Communication Program, Lai Chau province has achieved positive results in all 5 key indicators. Every year, agencies and units organize at least 2 legal communication sessions on gender; the whole province maintains effective implementation of the Action Month for Gender Equality. The rate of people with basic awareness of gender is 60%. 70% of media agencies have piloted the Gender Index and 95% of village and community conventions have been reviewed and gender-discriminatory content has been eliminated. The results show the synchronous participation of the entire political system, contributing to strongly spreading the message of equality and civilization in the community.

Although many positive results have been achieved, the implementation of the gender equality communication program in Lai Chau still faces some difficulties and challenges such as: fragmented terrain, uneven education, gender prejudice in the community, and some grassroots cadres have not been properly trained in communication skills. A small number of people have not changed their traditional thoughts and concepts about gender roles, leading to difficulties in communication work. Lack of resources and means to deploy modern communication to difficult areas. Measurement and evaluation of the effectiveness of communication on gender equality have not been carried out regularly.

Towards the 2026 - 2030 period, Lai Chau continues to set the following goals: ensuring that all people, especially those in remote areas, have full and accurate access to gender equality; striving to achieve 100% of village covenants and conventions without gender discrimination by 2030 and increase community awareness by 10-15% compared to 2025.

To achieve that, the province will focus on applying digital platforms in communications, enhancing training for grassroots officials and collaborators, continuing to replicate effective models and clubs, and promoting socialization and mobilizing the participation of organizations, businesses and people.

Gender equality is not only a development goal but also a moral value and a measure of civilization in each community. Continuing to strongly spread messages about gender equality will contribute to building Lai Chau into a comprehensively developed province.
