Pursuant to Official Dispatch No. 08/CD-TTg dated January 23, 2024 of the Prime Minister on proactively preventing and combating prolonged severe cold; Official Dispatch No. 602/BNN-CN dated January 19, 2024 of the Ministry of Agriculture and Rural Development on strengthening the work of preventing hunger and cold for livestock; to ensure the safety of people's health, livestock production, aquaculture, and meet food needs for the Lunar New Year, the Chairman of the Provincial People's Committee requests the Chairmen of the People's Committees of districts, cities, and towns; Directors of departments, heads of sectors to closely monitor weather developments, proactively direct and deploy measures to prevent and combat severe cold.
Specifically, the People's Committees of districts, cities and towns strictly implement the above telegram of the Prime Minister and Document No. 602/BNN-CN dated January 19, 2024 of the Ministry of Agriculture and Rural Development; telegrams of the Provincial People's Committee: No. 17/CD-UBND dated December 27, 2023 on proactively preventing severe cold, No. 01/CD-UBND dated January 20, 2024 on proactively preventing severe cold on crops and livestock in the Spring crop of 2024 and documents directing and guiding on preventing and controlling hunger and cold for livestock, poultry and aquaculture.
Proactively propagate and guide people to implement measures to prevent and combat cold weather to ensure health and safety for people, especially when the weather is severe, especially the elderly and children... Based on the specific weather situation in the area, proactively let students stay home from school according to regulations and instructions of the Department of Education and Training.
Focus on directing the implementation of solutions to prevent and combat hunger and cold for livestock, poultry and aquaculture to minimize damage. Direct specialized departments, organizations and commune-level authorities to guide and inspect the work of preventing and combating hunger and cold for livestock, poultry and aquaculture; focus on mountainous areas, places where livestock are at high risk of being affected by hunger and cold. Especially during days of severe cold, assign cadres and experts to go down to villages to direct and guide.
Instruct people to cover and keep barns, ponds, and tanks warm and ensure the hygiene of barns and farming areas; take measures to warm livestock and poultry when the temperature drops, especially young animals that need to have separate heating cells; for aquaculture ponds, ensure the water depth is 1.5 m or more, can use tarpaulins, water hyacinths to cover 1/2-1/3 of the surface of the pond, tank, use heating devices for small ponds. Take the initiative in food sources, supplement vitamins, minerals... to increase the resistance of livestock, poultry and aquaculture. Mobilize and guide breeders to bring buffaloes and cows that are free-range in the forest to a controlled place; during the time when the outdoor temperature is below 13 0 C, absolutely do not let buffaloes and cows work or graze. Regularly check and closely monitor the disease situation of livestock, poultry and aquaculture. Prepare well the conditions of human resources, materials, vaccines... to implement the first vaccination phase in 2024 for livestock and poultry.
Proactively use local reserve budgets to promptly serve the work of preventing and fighting hunger, cold, and epidemics for livestock, poultry, and aquaculture; pay attention to supporting materials and funding for poor households and policy households to reinforce and cover barns, breeding ponds, and buy supplementary feed for livestock.
The Department of Health coordinates with information and communication agencies to increase the dissemination of knowledge, guidance and recommendations for people to take effective measures to prevent and combat cold, ensuring health safety; warn people to know and avoid heating accidents such as explosions, burns, especially the risk of CO poisoning due to heating with coal and firewood in closed spaces. Direct medical examination and treatment facilities in the area to effectively prevent and combat cold for patients and their families during medical examination and treatment; arrange adequate emergency medicine, enough hospital beds, prepare means to promptly handle common emergency cases and organize medical examination and treatment for people in cold weather.
The Department of Education and Training continues to provide specific guidance and direction on cold protection for children and students in preschools, general education institutions, and continuing education institutions; provide guidance on allowing students to stay home from school when there is severe cold, severe cold, and other unusual developments due to cold (if the temperature is below 10 degrees Celsius, preschool and primary school students should stay home; if it is below 8 degrees Celsius, secondary school students should stay home; the Department of Education and Training of districts, cities, and towns should proactively allow students to stay home from school to avoid the cold based on the weather situation and promptly report to management levels and the Department of Education and Training).
The Department of Agriculture and Rural Development directs specialized units to coordinate with the People's Committees of districts, cities and towns to strengthen propaganda, mobilization and guidance for producers to implement measures to prevent and combat hunger, cold and diseases for livestock, poultry and aquaculture. Regularly monitor and update weather developments, promptly advise and propose to the Provincial People's Committee measures to handle when the weather changes abnormally.
