Strengthening solutions for managing and developing digital resources in Dong Nai

Head of the Vietnam Internet Center Branch in Ho Chi Minh City, Do Quang Trung, shared with Dong Nai over the weekend about the orientations and cooperation plans with Dong Nai in promoting the development of digital resources in the local network environment.

*Sir, what are the highlights of the signing of the cooperation agreement to strengthen the management and development of internet resources in Dong Nai province between the Department of Science and Technology of Dong Nai province and the VNNIC Branch in Ho Chi Minh City?

- This cooperation agreement aims to strengthen coordination in management and promote the use of local internet resources, ensuring efficiency and synchronization, serving the goals of developing digital infrastructure, digital transformation, digital economy and digital society according to the Government's orientation.

Regarding the content of cooperation, the two sides agreed to coordinate 7 main contents. In particular, the two sides will coordinate to implement activities of managing, inspecting and supervising the effective use of national internet resources (including “.vn” domain names, IP/ASN); strengthen coordination in inspecting, supervising and managing international domain names locally every year.

The two sides will promote the use of the national domain name “.vn” through the effective implementation of key programs, especially the program under Decision No. 826/QD-BTTTT of the Ministry of Information and Communications (formerly) on supporting people, businesses, and business households to have a reliable and safe online presence with digital services using the national domain name .vn in provinces and cities in the period of 2024-2025.

In particular, strive to achieve a domain name registration rate of 60-70% of the total number of beneficiaries in the program, contributing to improving the indicators of e-commerce (EBI), digital transformation (DTI) and innovation (GII) locally.

The two sides will promote application deployment, conversion of information technology infrastructure, internet connection to the new generation IPv6, development of industrial internet, internet of things (LoT)... support the planning of connecting the province's network infrastructure to the National Internet Exchange Point (VNIX) system to ensure sustainable development; develop the VNIX member ecosystem at the provincial level...

*Can you share more about the issue of supporting people, businesses, and business households to have a reliable and safe online presence with digital services using the national domain name .vn in provinces and cities in the period of 2024-2025?

- The implementation of the Program to Promote and Support People, Enterprises, and Business Households to Have a Reliable and Safe Online Presence with Digital Services Using the National Domain Name “.vn” under Decision No. 826/QD-BTTTT (referred to as the Program) to promote people, enterprises, and business households in Dong Nai to have a Reliable and Safe Online Presence with the National Domain Name “.vn” is one of the important highlights of this signing.

For Dong Nai, we have identified three key support groups. Firstly, regarding infrastructure and implementation tools, the unit will closely coordinate with information and communication technology (ICT) industry enterprises and “.vn” domain name registrars to provide stable, safe, reliable and sustainable services. At the same time, we will build a statistical data system, monitor registration and usage results; and develop a set of criteria to evaluate the effectiveness of the program locally.

Second, regarding training and technical support, VNNIC will take the lead in organizing program activities to promote and support people, businesses, and business households to have a reliable and safe online presence with digital services using the national domain name “.vn” from training, seminars, direct guidance, to technical support for officials of departments, branches, and People's Committees of communes/wards in the province.

In addition, VNNIC also conducts in-depth training on management and exploitation of internet resources, especially the “.vn” domain name associated with digital services, and organizes events and communication activities about the program and its implementation results to disseminate results and raise public awareness.

Third, on sharing and updating information. We will build statistical data, monitor dashboards on registration results, and use of local services; build and develop criteria to evaluate the results of implementing the online presence program with the national domain name “.vn”.

At the same time, regularly update regulations and policies on management and use of internet resources for localities to proactively implement; provide detailed data on the registration and use of “.vn” domain names in the area, serving the management and development planning of the province.

Promoting potential and advantages to develop internet resources

*How do you evaluate the potential and advantages of developing internet resources in particular and developing technology platforms in the digital environment in Dong Nai today?

- Dong Nai is one of the localities with many potentials and outstanding advantages to develop internet resources as well as digital technology platforms.

Regarding internet resources, Dong Nai has a well-developed telecommunications infrastructure, widespread coverage and especially close to Ho Chi Minh City - the largest internet connection center in the country. Therefore, the locality has many advantages in terms of bandwidth, access speed and the ability to connect to VNIX. The province has a large business community, many large-scale FDI enterprises, and a very high demand for technology application and digital solutions.

In particular, the local government in Dong Nai is very interested and has issued many specific plans on digital transformation, digital economic development and innovation. At the same time, Dong Nai possesses a young, dynamic human resource, with a rich vocational and university training system.

Regarding digital technology platform, Dong Nai has an important strategic geographical position and is the gateway to the key economic region of the South, so it is easy to connect trade, logistics, e-commerce, etc. Many economic sectors of the province such as e-commerce, industry 4.0, smart logistics, high-tech agriculture, etc. have strong potential to deploy digital platforms. The local production and export business community is also proactive and ready to apply solutions such as IPv6, VNIX connection, IoT, industrial internet, etc. to increase production efficiency.

*To promote the development of digital resources in the coming time, in your opinion, what issues should Dong Nai pay attention to?

- I think Dong Nai needs to pay attention to promoting a reliable online presence by increasing the proportion of people, businesses, and business households using the national domain name “.vn” associated with websites and security solutions, reducing dependence on foreign platforms. At the same time, upgrade digital infrastructure by converting to IPv6 throughout the province, connecting to VNIX, investing in shared data infrastructure and moving towards exploiting open data.

The province also needs to develop digital human resources from basic skills for the community to high expertise for technical staff and businesses; regularly measure and evaluate using the i-Speed tool to monitor internet quality.
