On December 16, Bac Giang Provincial Police said they were detaining 22 people who impersonated doctors and consultants, falsely advertising the effects of medicines to influence patients' psychology.
Previously, Ms. Trinh Thi Oanh (57 years old), residing in Ngoc Chau commune, Tan Yen district, Bac Giang province, went to the police station to report that she was tricked by a person who introduced himself as Hoang Anh Duc, Director of Hanoi Oncology Hospital, and appropriated 237 million VND, by selling lingzhi mushrooms.
Ms. Oanh was advised by this person to buy many types of medicine. Because she was sick, she trusted them and bought them to use, but the more medicine she took, the more swollen her eyes became.
Ms. Oanh then contacted Hoang Anh Duc again, but his phone was turned off. Immediately after that, Ms. Oanh went to the Tan Yen District Police, Bac Giang Province to report the incident.
Immediately after that, the Director of Bac Giang Provincial Police directed the establishment of a special investigation. Through professional measures, it was determined that the subject "Duc - Director" was an employee of Bao Long Duoc Company, with an address in Hanoi, specializing in advertising as a doctor to defraud drug sales.
After urgently searching the residence, workplace and related places of Bao Long Duoc Company Limited, the authorities seized 287 cardboard boxes containing various types of drugs, 68 computers and laptops of various types, 267 phones and documents related to the subjects' fraudulent property appropriation crimes.
The police agency determined that the couple Nguyen Thi Hien (27 years old), residing in Tri Quang commune, Bao Thang district, Lao Cai province, and Dang Van Thang (29 years old), residing in Van Lang, Quang Trung, Phu Xuyen, Hanoi, both managed the company.
The method of the subjects is to organize the establishment of a company named "Bao Long Duoc Company Limited", with a tightly managed administrative and business department, operating in a multi-level form, taking advantage of the reputation and names of good and famous doctors who have worked at large hospitals and medical centers to defraud by advertising and giving false advice about the patient's medical condition in order to sell low-value functional foods and medicines at prices 10 to 15 times higher to appropriate the patient's property.
Accordingly, the import price is only 30-40 thousand VND/box but sold to patients for 1-3 million VND/box depending on the type of disease, meaning that when it reaches the patient, the selling price is dozens of times higher than the original price.
The company's products are mainly functional foods, some of which are products that Thang ordered to be produced at the factory, in addition to importing herbal medicine products of unknown origin in Ba Vi, Hanoi for sale. Thang Hien and his wife ordered these products from herbal medicine processing factories, then hired them to print product labels according to Thang and his wife's requirements.
At the police station, the group confessed that within more than a year, from October 2022 until their arrest, the group had successfully sold about 80,000 orders of fake functional foods to more than 20,000 victims in provinces and cities across the country, earning nearly 75 billion VND.
Currently, the Investigation Police Agency of Tan Yen District Police is detaining 22 subjects to investigate and handle the crime of "Fraudulent appropriation of property".
