By the end of the first quarter of 2025, Quang Ninh Provincial Police had completed the policy of not organizing district-level police, transferring all staff and organization of activities to the provincial level; at the same time, transferring and reallocating tasks to the police of communes, wards and towns.
In 5 years (2020-2025), Quang Ninh Provincial Police has streamlined 15 department-level units, 65 team-level units and equivalent. The streamlining does not disrupt expertise but on the contrary helps reduce levels, save time, and speed up work processing.
Colonel Tran Van Phuc, Director of Quang Ninh Provincial Police, said: “Restructuring the apparatus is not simply about reducing the number of focal points, but is an opportunity for stronger and clearer decentralization; assigning specific responsibilities to each unit and each leader. The ultimate goal is to serve the people faster and more effectively.”
In the reorganization work, the Provincial Police focused on allocating resources to the commune level - where they are close to the people, understand the people and have the conditions to contact and resolve people's affairs most quickly. More than 500 officers from the district level were transferred to the Commune and Ward Police, contributing to improving the capacity to resolve on-site work.
Currently, all commune police in the province have been assigned 5-8 full-time officers, fully undertaking the following functions: receiving and processing information on crime denunciations, resolving administrative procedures, mediating disputes, handling administrative violations and propagating laws in the area.
In fact, when implementing the new organizational structure, a series of specific results were recorded: The number of cases resolved immediately at the commune-level police increased compared to the previous period. The rate of receiving and processing petitions on time reached 99.7%.
Along with that, the Commune Police have proactively coordinated with local departments to deploy models: "Commune without drug crimes", "Commune safe in cyber security", "Saturday for the people"...
One of the common challenges when streamlining the organizational structure is the lack of staff and the lack of expertise. However, Quang Ninh Provincial Police has solved this problem through the reasonable allocation of resources and the strong application of technology. Commune police are equipped with computers, professional software, and online connection to the Provincial Police data center. All administrative procedures are digitized, stored, and quickly retrieved via the internal network system, helping to reduce the pressure of processing paper documents for grassroots officials.
On the other hand, provincial professional departments still maintain the function of directing vertical professional activities, ensuring that professional issues are monitored and guided promptly. This shows that the organizational structure is streamlined but still ensures continuity, without creating gaps or interruptions in operations and work handling.
In the period of 2025-2030, Quang Ninh Provincial Police will continue to adhere to the goal of perfecting the organizational structure in the direction: Each job position must be linked to the efficiency of serving the people. Each unit must have a system to self-monitor work efficiency. Each leader must be responsible for the administrative reform index. Along with that, the Provincial Police will strengthen internal inspection and supervision, combine praise, rewards, and transparent discipline to create motivation for innovation from the root.
The restructuring of the organizational apparatus is not only a change in form, but also a strong shift in administrative thinking - from "management" to "service". With high political determination, methodical working methods and consensus throughout the force, Quang Ninh Provincial Police is gradually realizing the goal of building a modern, effective and efficient administration. Bringing the force closer to the people is to help increase people's trust in the Party and the State; so that all requests, recommendations and legitimate aspirations are received, processed promptly, publicly, transparently and wholeheartedly. This is also the consistent spirit in the administrative reform that the Provincial Police is pursuing for a civil service that serves the people more professionally, friendly and responsibly.
