Hanoi carries out 62 specific tasks of socio-economic development

On August 25, Chairman of the Hanoi People's Committee Tran Sy Thanh signed and issued Action Program No. 08/CTr-UBND of the Hanoi People's Committee on implementing Plan No. 355-KH/TU dated July 25, 2025 of the City Party Committee on implementing the contents and tasks according to the working conclusion of General Secretary To Lam with the Standing Committee of the Hanoi Party Committee.

The plan clearly states the purpose of fully and comprehensively concretizing the General Secretary's guiding viewpoints, effectively implementing Notice No. 237-TB/VPTU dated June 25, 2025 of the Party Central Office, continuing to successfully implement Resolution No. 15-NQ/TU dated May 5, 2022 of the Politburo on the direction and tasks of developing Hanoi Capital in the 2021-2030 period, with a vision to 2045; the Capital Law; Hanoi Capital Planning in the 2021-2030 period, with a vision to 2050 and the Project to Adjust the Capital Master Plan to 2045, with a vision to 2065.

The plan sets out the goal of accelerating and making breakthroughs in implementing the targets in the Socio- Economic Development Plan for 2025, period 2026-2030 and preparing and consolidating the fundamental factors, creating a premise for the Capital to firmly enter a new era - the era of national prosperity and prosperity.

In particular, Hanoi city strives to achieve 8.5% growth in 2025, at the same time, build and implement goals, targets and solutions for socio-economic development in the 5-year period 2026-2030, in which the growth target is 11% including 40 targets.

On that basis, the city sets out key tasks and solutions. In particular, departments, branches, sectors, People's Committees of communes and wards closely follow the directions of the Central Government and the city to effectively implement the tasks and solutions set out in the sectors and fields; urgently organize and implement tasks according to the guiding viewpoints and action programs of the City People's Committee on implementing tasks and solutions for socio-economic development, state budget estimates and improving the business environment, enhancing competitiveness in 2025; build goals, targets, and breakthrough development tasks, together with the whole country entering a new era - the era of the Vietnamese people's rise.

Departments, branches and units shall enhance the responsibility, proactiveness and timeliness of the agencies and units assigned to preside over and advise on the implementation of tasks according to the conclusions of General Secretary To Lam at the working sessions with the Standing Committee of the Hanoi Party Committee and be responsible for the assigned targets and tasks in Appendices 01, 02 and 03 attached.

In particular, focusing on implementing 4 key task groups with 62 specific tasks on socio-economic development. Specifically, promoting potential for rapid growth, aiming to become a center of economy, finance, technology, culture, industrial development, services, tourism, digital economy and modern rural areas; accompanying businesses, promoting innovation and startups.

Developing urban space, reconstructing development space according to an open, multi-center, regionally integrated model; improving the quality of urban space development; removing planning obstacles, promoting new economic models and high-tech zones, combining cultural preservation with modern values.

Developing infrastructure and open infrastructure thinking, synchronously developing technical, digital, knowledge and green infrastructure, connecting regional transport, logistics, technology, environmental protection and climate change response, towards a modern and sustainable capital.

Digital transformation and administrative reform, innovation in local government governance towards smart cities associated with digital transformation; streamlining the apparatus, promoting administrative reform, improving effectiveness and efficiency, streamlining staff associated with restructuring the team of civil servants and public employees.
