At the commune-level “one-stop” departments, from September 20 to 30, on average, these units received hundreds of applications for administrative procedures from organizations and individuals to support production recovery in areas damaged by natural disasters each day. Normally, on average, only 1-2 applications/unit arise each month.
In Hai Duong, there are communes with nearly 1,000 records that need to be appraised. Meanwhile, the commune-level “one-stop shop” department currently has only one officer to receive and process records in this area. The number of records is too large, the components of the records are many, and the processing time according to regulations is short, leading to overload and difficulty in ensuring the prescribed time.
To resolve the difficulties, the Department of Agriculture and Rural Development has proposed that the Provincial People's Committee propose to the Ministry of Agriculture and Rural Development to advise the Government to extend the time for implementing support procedures; proposed that the Hai Duong Provincial People's Committee remove scoring for handling administrative procedures on supporting production recovery in areas damaged by natural disasters when scoring the 2024 administrative reform index of departments, branches, and district-level People's Committees.
According to the report of the provincial Department of Agriculture and Rural Development, storm No. 3 caused heavy damage to agricultural production in Hai Duong province. The whole province currently has about 290,000 farming households directly engaged in agricultural production and an estimated 80% of the above farming households that suffered damage are submitting applications for support to restore production after the natural disaster.
