Attending the conference at the Dak Lak province bridge were Mr. Nguyen Huu Phuc, Deputy Director of the Department of Industry and Trade; Mr. Mai Manh Toan, Deputy Director of the Department of Industry and Trade; representatives of the Department of Construction, Agriculture and Environment; and leaders of departments, affiliated units and the provincial market management department. The conference was connected online at the Department of Industry and Trade and communes and wards in the province. 
The conference had many contents such as: announcing Decision No. 145/QD-BCT dated May 26, 2025 on the establishment of a working group of the Ministry of Industry and Trade to implement Conclusion No. 155-KL/TW dated May 17, 2025 of the Politburo, the Secretariat and the ministry's hotline to receive, guide, and answer contents, proposals, and recommendations of agencies, units, and localities; Circular No. 37/2025/TT-BCT dated June 14, 2025 of the Ministry of Industry and Trade guiding the functions, tasks, and powers of specialized agencies on industry and trade under the People's Committees of provinces and centrally run cities (collectively referred to as provincial level) and People's Committees of communes, wards, and special zones (collectively referred to as commune level) of provinces and centrally run cities.
At the conference, delegates listened to 13 thematic reports on the following fields: chemicals; trade promotion; petroleum trading; gas trading; tobacco and alcohol trading; market development and management; safety techniques; trade, import and export; electricity; consumer rights protection, multi-level marketing; efficient energy use; product quality and industrial cluster management; food safety; consumer industry; supporting industry, administrative procedures...
Speaking at the conference, Minister Nguyen Hong Dien emphasized that decentralization, delegation and clear definition of authority are not only techniques in state administration, but also a vivid manifestation of the spirit of reform and democratization in national governance. This is also a key factor in transforming the model from "management" to "service", contributing to improving the operational efficiency of administrative apparatus at all levels, serving people and businesses better and better. At the same time, enhancing the application of information technology and promoting digital transformation to improve transparency, minimize risks and increase the management and operation efficiency of competent authorities.
However, for decentralization, delegation, and division of authority to be effective, along with a complete, clear, and transparent legal framework, there must be necessary conditions to ensure, including: a specific and substantive mechanism for inspection, supervision, and evaluation of effectiveness; ensuring both financial and human resources for the assigned level.
The Ministry of Industry and Trade has also set up a 24/7 hotline to promptly support localities in removing obstacles and difficulties in performing their tasks.
