Officers receive tasked with preserving Uncle Ho's body special allowances.

The Government issued Decree No. 161 detailing a number of articles and measures to implement the Ordinance on Management and Protection of the Ho Chi Minh Mausoleum Relic Site.

The Decree stipulates that officers, professional soldiers, non-commissioned officers, soldiers, defense civil servants, defense officials, defense workers and contract workers of the Ho Chi Minh Mausoleum Command are entitled to special allowances, subsidies and support.

Officers, professional soldiers, non-commissioned officers, soldiers, defense civil servants, defense officials, defense workers and contract workers of the Ho Chi Minh Mausoleum Command performing duties in any position shall receive special allowances for that position.

When being transferred or appointed to a new position or job title by an authorized authority, the allowance corresponding to the new position or job title shall be applied from the month of the decision on transfer or appointment. When ceasing to perform the direct task of managing and protecting the Ho Chi Minh Mausoleum Relic Site, the allowance shall cease to be paid from the month following the month of the decision by the competent authority.

Officers, professional soldiers, non-commissioned officers, soldiers, defense civil servants, defense officials, defense workers and contract workers are not entitled to special allowances as prescribed in the Decree when they are in the following cases: Going on business trips, studying or working abroad continuously for 3 months or more; going to concentrate study in the country continuously for 3 months or more; taking personal leave and unpaid sick leave for 1 month or more; taking maternity leave; being suspended from work, being detained or serving a prison sentence.

Other regimes and policies for the forces under the Ho Chi Minh Mausoleum Command not specified in this Decree shall be implemented in accordance with the Law on Officers of the Vietnam People's Army, the Law on Professional Soldiers, Workers and Civil Servants of National Defense, the Law on Military Service and other relevant legal provisions.

Special allowance

The Decree stipulates that officers, professional soldiers, non-commissioned officers, soldiers, defense civil servants, defense officials, defense workers and contract workers of the Ho Chi Minh Mausoleum Command are entitled to the following special allowances:

The 40% rate applies to officers, professional soldiers and people with medical, pharmaceutical and other appropriate professional qualifications assigned by authorized authorities to directly prepare medicine to preserve the body of President Ho Chi Minh.

The 30% rate applies to officers, professional soldiers and those assigned by competent authorities to directly operate, maintain and repair equipment and glass coffin techniques.

The 25% rate applies to officers on duty at command and combat duty; those directly responsible for managing, operating, preserving, maintaining, and repairing technical equipment systems and architectural structures of works at the Ho Chi Minh Mausoleum Relic Site; honor guards, guards at the Ho Chi Minh Mausoleum, special reconnaissance forces; , propaganda, and ensure the environmental reception landscape at the Ho Chi Minh Mausoleum area.

The 15% rate applies to people who do not fall into the above categories.

How to calculate special allowances

For salaried employees, the salary used as the basis for calculating special allowances is the monthly salary according to position, title, rank, level, military rank and position allowances, seniority allowances, seniority allowances exceed the framework and the reserved difference coefficient (if any).

For non-commissioned officers and soldiers, the allowance is calculated based on the current military rank allowance.

In addition to the military uniform regime according to the general regulations of the army, the military uniform and professional uniform regimes are also guaranteed, including: Professional military uniform standards for the force performing the honor guard duty, welcoming, leading guests, and guarding the Mausoleum; professional military uniform standards for the force performing the flag raising and lowering ceremony at Ba Dinh Square; professional uniform and labor protection standards for the force performing technical duties, ensuring the landscape and environment at the works and areas of the Mausoleum Relic Site...

The Minister of National Defense decides or assigns competent authorities to select, recruit, and transfer cadres and employees who ensure political standards, ethics, health, and outstanding professional qualifications, meet the requirements of the tasks at the Ho Chi Minh Mausoleum Command.

Prioritize and maximize the application of preferential policies, attracting and promoting talents in the Vietnam People's Army to select and recruit talented people into the force directly managing and protecting the Relic Site.
