Pressure from new job, new tasks

There are many tasks, and we have to constantly update new documents and policies from the central government and Ho Chi Minh City, while many people are still confused because of their new positions and areas of responsibility.
Secretary of the Ben Thanh Ward Party Committee Hoang Thi To Nga acknowledged that in the first days after the reorganization, the mentality of cadres and civil servants had certain uncertainties, mostly stemming from the fragmented infrastructure and changes in administrative operations. To resolve the issue, the Ward Party Committee proactively organized visits and encouragement, and at the same time assigned tasks to department heads to promptly grasp the thoughts of the team, helping the Party Committee to react quickly and assign the right people to the right job.

In Hiep Binh ward, some shortcomings arising from practice were also clearly reflected. Secretary of the Party Committee of Hiep Binh ward Vu Anh Tuan said that through understanding, some people were concerned because the assigned positions from their superiors were not suitable for their previous strengths. From there, the local Party Committee decided to review and adjust personnel accordingly, ensuring that cadres have the conditions to promote their strengths and feel secure in their commitment.
Not only pressure from work, a number of non-professional cadres are also worried about the time to retire according to regulations after May 31, 2026. This mentality, if not promptly grasped, will affect the quality of service to the people. From the reality of Go Vap ward, Secretary of the Ward Party Committee Nguyen Tri Dung said that the key factor for the team of cadres and civil servants to feel secure in their work is solidarity and unity in direction and management; clarity in assignment and decentralization. Along with that, it is necessary to show the concern, recognition, and timely removal of difficulties of the Party Committee and government for cadres and civil servants. When each individual clearly sees that their role and position are respected and promoted, they will feel secure, continue to contribute, and complete well the assigned tasks in the new situation.
Ideological reinforcement is a constant requirement.
To ensure smooth and effective operation of the two-level administrative unit, the Politburo and the Secretariat issued Conclusion 176-KL/TW, directing the implementation of a number of key contents and tasks in the operation of grassroots party organizations in the coming time; Conclusion 177-KL/TW on continuing to build the organization and operation of the two-level administrative unit to ensure smooth and effective operation. In particular, an important requirement emphasized is to provide political and ideological education to the team of cadres and civil servants and promptly handle issues arising in the process of organizing and operating the new apparatus.
Ho Chi Minh City has materialized that requirement through many practical activities. Deputy Director of the Ho Chi Minh City Department of Home Affairs Nguyen Thi Hong Tham said that the city has organized working groups led by Ho Chi Minh City leaders to directly survey and listen at the grassroots level. Typical examples are the recent working session of Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc in Phu An ward and communes and wards of Binh Duong province (old); or the monitoring activities of Head of the Ho Chi Minh City National Assembly Delegation Nguyen Van Loi in some newly arranged wards.

During the survey and working session, the leaders of Ho Chi Minh City thoroughly grasped the requirements to grasp the thoughts of civil servants and promptly resolve their recommendations so that the team can work with peace of mind. From this direction, the Party committees and authorities at all levels have prepared many solutions to promptly receive feedback, handle recommendations and reassure the grassroots team. It is noted that in some localities, this spirit has spread into concrete actions. For example, on July 7, Hiep Binh Ward rewarded 1 collective and 59 individuals who directly participated in the work of rearranging and reorganizing administrative units. This is a way to motivate, create a spiritual support and encourage the spirit of efforts to overcome difficulties. Ben Thanh Ward is also focusing on renovating and refurbishing its headquarters to create the best space for cadres and civil servants to work.
In Go Vap Ward, the Ward Party Committee promptly organized dialogues, issued working regulations, and clearly assigned tasks, helping cadres feel secure in approaching new jobs. Timely attention and recognition from ward leaders is considered a "key" factor for cadres to feel secure in their dedication.
Stabilizing the ideology of cadres and civil servants during the period of administrative boundary reorganization is not only a situational requirement, but also a sustainable foundation for the process of building an effective, efficient and effective operating apparatus. Meanwhile, retaining cadres, especially good cadres, is not only about the regime, but more importantly, maintaining trust and peace of mind. Therefore, each Party organization and grassroots government needs to further promote the exemplary role of the leader, be transparent in organizing, assign tasks clearly, and evaluate fairly; proactively detect capable people for appropriate placement, timely encouragement, and timely protection of those who dare to think and dare to do.

These things create certain difficulties for cadres and civil servants to arrange their family circumstances to go to the new workplace. The Department will advise the Ho Chi Minh City People's Committee to grasp the thoughts and aspirations of cadres, civil servants and public employees. Especially cadres and civil servants with difficult family circumstances when moving and traveling between localities, arranging to resolve each specific case according to the wishes, in accordance with the work strengths of cadres and civil servants, functions, tasks, and working conditions of the unit.

Ensuring stable life for cadres and civil servants
In reality, the process of organizational innovation often entails changes in job positions, functions, tasks, and powers... This can easily lead to psychological instability such as anxiety, disorientation, or doubts about the future. If not identified and oriented in a timely manner, these manifestations can negatively affect working spirit and reduce the effectiveness of Party organizations and state apparatus.
To effectively deal with this issue, it is necessary to synchronously implement a number of key solutions, including improving the effectiveness of political and ideological education. Proactively grasp and promptly handle ideological developments, including establishing two-way information channels between Party committees and cadres and Party members; organize periodic dialogues, listen to and frankly answer legitimate concerns. Signs of fluctuations and deviations need to be identified early and handled on the basis of analyzing arguments, strengthening individualized ideological work, focusing on cadres. In addition, it is necessary to strengthen party discipline and improve the quality of the team; promptly resolve regimes and policies and ensure stable lives for cadres, civil servants and public employees affected by the rearrangement of the apparatus and administrative boundaries.
