Vietnam Electricity (EVN) has just announced the results of negotiations on electricity prices for transitional renewable energy projects (solar and wind power). These projects have been invested and implemented but have not been completed before the preferential FIT (fixed electricity purchase price) expires, with solar power on January 1, 2021 and wind power on November 1, 2021.
Through the Electricity Trading Company (EVNEPTC), the group is negotiating power purchase agreements (PPAs) for 85 transitional renewable energy power plants/parts of power plants with a total capacity of 4,734.56 MW, including 77 wind power projects and 8 solar power projects.
Currently, 30 projects with a total capacity of 1,631.85 MW have completed COD (commercial operation). 41 projects, equivalent to 2,516.43 MW, have submitted documents for electricity price negotiation in accordance with regulations.
16 projects with a total capacity of 943.93MW have agreed on the official electricity purchase price. Of these, 10 projects (532.70MW) have officially signed the revised electricity price contract and 6 projects (411.23MW) are in the process of completing the draft contract, ready for signing.
EVNEPTC is continuing negotiations with 5 projects awaiting official electricity price agreement, in which investors need more time to complete the legal basis and confirm electricity output, urging 20 projects to proactively request to temporarily suspend negotiations to review further parameters for calculating electricity prices according to Circular 12.

At the same time, this unit coordinated with 18 projects that have not yet submitted or have not yet supplemented their documents, and the investors have confirmed that they have not fully prepared documents for negotiation. EVNEPTC said that it will arrange work immediately upon receiving requests and official responses from the remaining 26 projects that have not yet confirmed/have not yet submitted their documents.
According to Decision 21 (effective from January 7, 2023) on the electricity price framework for transitional solar and wind power plants, the ceiling price of transitional solar power projects is about 1,185-1,508 VND/kWh and wind power projects is 1,587-1,816 VND/kWh, depending on the type. This price framework will be the basis for EVN and transitional solar and wind power generators to agree on electricity generation prices according to regulations. However, price negotiations still face many difficulties.
After that, the Ministry of Industry and Trade issued Circular 07/2024 regulating the method of determining electricity generation prices and electricity purchase contracts for solar and wind power plants, replacing the FIT price mechanism, and Circular 12/2025 regulating the method of determining electricity generation service prices and principles of calculating electricity prices to remove obstacles in price negotiations.
