Mr. Vo Hoan Hai - Member of the Provincial Party Standing Committee, Director of the Department of Education and Training said that early on, the department had developed a plan to print and copy exam papers, invigilate exams, and transport exam papers from exam locations to exam marking locations; a plan to make, mark, supervise exam marking, and organize exam protection and review... Regarding the printing and copying of exam papers, the Department of Education and Training received the encrypted exam papers sent by the exam council (via the Government Cipher Committee system), and handed them over to the Exam Paper Printing and Copying Board to organize printing, packaging, sealing, and preservation. The Exam Paper Printing and Copying Board, with 17 direct printing and copying personnel, was mobilized from leaders, specialists of the Department of Education and Training, cadres, and teachers of a number of units under the department; and was completely isolated from 8:00 a.m. on June 14 until the end of the exam. The Department has also coordinated with the Provincial Police to carry out technical issues to ensure confidentiality, safety, seriousness, and compliance with regulations. On June 25, the exam papers will be transported and handed over to all exam sites.

Regarding the exam invigilation work, about 2,150 cadres, teachers, employees, and security forces will participate in the tasks at the exam sites, including about 1,730 exam supervisors and supervisors. To facilitate the cadres doing this work, the Department of Education and Training has compiled a handbook on exam invigilation and sent it to the units. Before June 24, the department will organize a conference to guide the exam invigilation work for the leaders and secretaries of all exam sites.
Ensure facilities
With the number of candidates this year, the whole province established 35 examination sites, of which Nha Trang city has 13 sites, Cam Ranh city has 3 sites, Ninh Hoa town has 6 sites, Van Ninh district has 4 sites, Dien Khanh district has 4 sites, Cam Lam district has 3 sites, Khanh Vinh and Khanh Son districts each have 1 site. The Department of Education and Training has requested each unit selected as a testing site to prepare a spare testing room along with the official testing rooms and waiting rooms, council offices, rooms containing cabinets for storing test papers, etc. The Department will provide cardboard boxes to preserve candidates' personal belongings, documents, and items that are not allowed to be brought into the testing room to new testing sites that will perform tasks in 2025 and testing sites with an increased number of testing rooms compared to 2024. Testing sites that have participated in the task in 2024 and continue to perform the task in 2025 will be provided with an additional 20% of the number of cardboard boxes out of the total number of testing rooms. The heads of testing sites must arrange a place to place cardboard boxes that is safe, covered, and at least 25m away from the testing room within the testing site premises (the cardboard boxes must be labeled with the name of the testing room); at the same time, there must be a plan for the safe, convenient, and scientific storage of candidates' personal belongings. Principals of schools that host examination sites are responsible for preparing facilities, official examination rooms, backup examination rooms, waiting rooms, etc. according to regulations of the Department of Education and Training.

To date, the testing sites have completed the installation of cameras in the rooms storing exam papers and test papers. Testing sites with camera systems previously equipped by the school must be disabled (unplugged, camera lenses and data storage drives sealed); the seal must have the signatures of the head of the testing site and the police, and a record must be made stating the time of sealing.
According to Mr. Vo Hoan Hai, the 2025 high school graduation exam received the attention and direction of the Provincial People's Committee in ensuring the necessary conditions for the operation of the examination council; the coordination of departments, branches and sectors in implementing measures to ensure security, food hygiene and safety, power sources, telecommunications infrastructure conditions... The inspection and examination of the preparation and organization of the exam were carried out in accordance with the instructions of the Ministry of Education and Training. In general, up to this point, the Department of Education and Training has fully prepared facilities and resources to ensure that the 2025 high school graduation exam takes place safely, seriously and in accordance with regulations.
According to the Department of Education and Training, the whole province has 14,780 candidates registered for the high school graduation exam, of which 14,537 candidates took the 2018 GeneralEducation Program and 243 candidates took the 2006 General Education Program. There are a total of 35 exam sites, with 629 exam rooms; of which there is 1 exam site with 9 exam rooms for candidates registered for the 2006 General Education Program. About 2,440 people were mobilized to participate in organizing the exam.
