At the meeting, delegates discussed and gave opinions on the report proposing the development of the Law on Amendments and Supplements to a number of articles of: State Budget Law; Law on Management and Use of Public Assets; Law on National Reserves; Law on Accounting; Law on Independent Auditing; Law on Securities; Law on Tax Administration.
According to the Ministry of Finance , at the 2nd meeting of the Steering Committee for reviewing and handling difficulties in the system of legal documents, the Prime Minister gave his concluding opinion to assign the Ministry of Finance to preside over the research and development of a draft law amending and supplementing a number of articles in 7 Laws under the state management of the Ministry of Finance . Implementing the Prime Minister's concluding opinion, the Ministry of Finance is drafting in parallel in 2 steps (making a proposal to develop a law and drafting the law) to complete the dossier to submit to the Government to submit to the National Assembly for comments and approval at the 8th session (October 2024).

The Ministry of Finance has reported to the Government Standing Committee on 30 policies expected to be included in the draft Law on Amendments and Supplements to a number of articles of: State Budget Law, Law on Management and Use of Public Assets, Law on National Reserves, Law on Accounting, Law on Independent Auditing, Law on Securities, Law on Tax Administration.

Speaking at the meeting, Prime Minister Pham Minh Chinh stated that strategic institutional breakthroughs are of great importance, so the Government is determined to remove institutional obstacles, including newly passed laws. Therefore, we must carefully review and remove practical obstacles with the goal of stabilizing the macro-economy, promoting growth, controlling inflation, ensuring major balances, and being determined to achieve the goals set by the 13th National Party Congress.

Commenting on the discussion of a number of Laws, the Prime Minister stated that state management in the right spirit is to design monitoring and inspection tools, standards, criteria, regulations, build strategies, plans, etc.; ministries and branches need to escape the situation of "taking on" many trivial matters, accordingly, must put the interests of the nation and people above all; must strengthen review, strengthen decentralization, decentralization, go hand in hand with resource allocation, strengthen supervision and inspection; must review administrative procedures, not cause trouble, must not let the mechanism of asking and giving; limit the situation of "little reports", "kicking up and down"; the budget increases revenue, reduces expenditure, must not be calculated as trivial expenditure, reserved for key projects, large projects with meaning. This is a matter of perspective and awareness; must take responsibility for decentralization, should not "take on" many things.
