With an expanded development space and the resonance of many potentials and advantages of the two localities, the new Hai Phong city has many opportunities and a strong aspiration to become a megacity, a growth pole, a driving force of the key economic region of the North and the whole country. To realize that aspiration, the planning work and the construction of a general master plan for the development of Hai Phong city in the new space are of special importance.

Unified and synchronized development space

According to the Hai Phong Planning Institute, before the merger, the Prime Minister approved the Planning for the period 2021 - 2030 for Hai Phong city and Hai Duong province with a vision to 2050. The Prime Minister also approved the Adjustment of the General Planning for Hai Phong city and Hai Duong province to 2040 with a vision to 2050. In addition, the urban planning projects, construction planning, rural planning, and specialized technical planning of the two localities have basically been implemented.

After the merger, the development space of the new Hai Phong city was expanded with a natural area of more than 3,190 ^km2 , a population of more than 4.7 million people; there are 114 commune-level administrative units, including 67 communes, 45 wards and 2 special zones. The economic scale increased to nearly 660,000 billion VND. Hai Phong has more space for development, expanding the urban - industrial - logistics - high-tech agricultural area, while integrating more resources in terms of labor, infrastructure and geographical location to form a new growth pole in the Northern region.

Basically, the approved plans to date form a clear spatial development framework for the new Hai Phong city, creating connections between coastal economic corridors, industry - services - urban areas in both the West and East, along with an inter-regional transport infrastructure network, and a coastal urban area. However, overall, the plans are still individual and specific to each locality.

Therefore, the construction of a general master plan for the new Hai Phong city on the basis of the existing foundation and framework is still extremely necessary and of special importance. This aims to reshape the architectural space and development space in an integrated, unified direction, fully promoting the potential, resonating the strengths and traditional values of the land of the Eastern culture and the heroic Port City. The plan will create an important foundation for Hai Phong to develop comprehensively and sustainably in the new era, becoming a megacity, a growth pole, a driving force of the key economic region of the North and the whole country as expected by the Central Government.

Clearly define areas and key development areas

Director of the Department of Construction Le Quy Tiep said that the work of developing the new Hai Phong City Master Plan after the merger is a key task assigned by the city to the Department of Construction to coordinate with relevant sectors and units to focus on implementing with the requirement of completing it as soon as possible. The new Hai Phong City Master Plan will ensure unity in new development space, inheriting and promoting the strengths of existing plans. At the same time, the planning is aimed at overcoming the limitations of lack of connectivity and synchronization between areas, thereby accurately reflecting the position, potential and development orientation of Hai Phong City in the new context, of strategic significance.

Expansion and formation of new urban areas are typical features in Hai Phong urban development.

In the period of 2025 - 2026, the city will review the current status, integrate data from existing planning, determine the vision and spatial orientation to establish planning tasks to submit to the Prime Minister for approval. In the period of 2026 - 2027, the city will conduct planning, survey, develop plans, collect opinions from relevant parties and complete them for submission to the Prime Minister for approval. To speed up the implementation progress, the proposed solution is to closely combine the master plan with the socio-economic development strategy, infrastructure and environment. All key national projects, strategic traffic routes such as: highways, coastal roads, seaports, airports and main roads connecting major cities... will be integrated synchronously in the planning project.

The new Hai Phong City Master Plan is expected to focus on five core issues. That is, developing the city according to a multi-center urban model, closely connecting the central area, the suburbs and satellite cities. Technical infrastructure and social infrastructure are synchronized and comprehensively upgraded. Focus on developing economic driving forces: high-tech industry, seaports - logistics, services, sea and island tourism, clean agriculture. Along with that is environmental protection, climate change response, towards a green - smart - sustainable city, enhancing high resilience to climate change and rising sea levels. And especially, the new plan must preserve cultural - historical values, promote the identity of each region in the overall architectural space. Thereby, the plan promotes the overall values, potentials, strengths, and unlocks development resources to bring Hai Phong to take off into a new era.
