Building Viet Tiep Friendship Hospital into a general hospital in the Northern coastal region

Viet Tiep Friendship Hospital (Hai Phong) is the first general hospital in the country to implement group 1 financial autonomy mechanism.

On the afternoon of August 29, comrade Le Van Hieu, Deputy Secretary of the City Party Committee, Chairman of the City People's Council chaired the working program of the Standing Committee of the City People's Council with Viet Tiep Friendship Hospital on the implementation of tasks in 2025 and the results of implementing the hospital's autonomy mechanism.

Comrade Nguyen Khac Toan, Vice Chairman of the City People's Council, spoke at the meeting.

He requested the hospital's Board of Directors to urgently develop a project related to investment in facilities and medical equipment to meet the development of high technology and expertise, and submit it to the city for approval on the investment policy, in order to catch up with the city's public investment capital allocation plan for 2026.

Regarding the policy of supporting human resource training, the city will consider applying preferential mechanisms to create the most favorable conditions for the hospital in training and attracting and "retaining" a team of good doctors and nurses to work, meeting the requirements of improving the quality of medical examination and treatment to serve the people of Hai Phong city and neighboring provinces. Thereby, promoting the development and building of Viet Tiep Friendship Hospital to become a general hospital in the Northern coastal region.

Since 2017, Viet Tiep Friendship Hospital has been assigned by the City People's Committee to be the first unit to pilot autonomy in regular spending. Since 2018, the hospital has been assigned and basically successfully implemented autonomy in regular spending and investment spending, being the first general hospital in the country to implement this pilot model.

Autonomy helps the hospital proactively develop plans and solutions to carry out tasks, always exceeding professional targets compared to the assigned plan, affirming itself as a prestigious medical unit in the city and the Northern coastal region. In addition to the achieved results, the hospital is facing some difficulties when implementing the group 1 autonomy mechanism such as: the level of investment expenditure guarantee; investment in modern facilities at both facilities; investment in medical equipment to meet new technical services; ensuring sufficient revenue to cover expenditures, especially investment expenditures when implementing the roadmap for implementing medical service prices for group 1 autonomous units...

At the meeting, the leaders of Viet Tiep Friendship Hospital proposed that the city pay attention to investing in the construction of phase 2 of the hospital's second facility in Cai Tat residential group, An Hai ward, with an estimated investment cost of about 1,000 billion VND, from the state budget and the Career Development Fund, and other legal sources of the hospital. The city will invest from the budget to purchase new and specialized medical equipment; at the same time, support funding for human resource training and remuneration to attract good experts to work at the hospital to meet the requirements of deploying new techniques to serve the people of the city.

Delegates discussed and clarified the difficulties and obstacles of the unit in implementing the group 1 autonomy mechanism. On that basis, they suggested a number of solutions based on legal regulations to remove difficulties, contributing to the hospital improving the quality of operations and effectively performing medical examination and treatment to serve the city's people.

Viet Tiep Friendship Hospital is a grade 1 general hospital, city level, responsible for medical examination and treatment for the people of Hai Phong city and neighboring provinces. The hospital is regularly treating an average of 2,000 - 2,300 patients/day. The number of patients coming for examination is from 1,000 - 1,200 people/day.
