Officers and soldiers are ready to respond to storm No. 3
On July 21, the General Staff of the Vietnam People's Army sent a telegram to agencies and units to focus on responding to storm No. 3 (WIPHA).
Telegram No. 4181/CD-TM sent to the General Department of Politics ; General Department of Logistics and Engineering, General Department of Defense Industry, General Department II; Military Regions: 1, 2, 3, 4, 5; Services: Air Defense - Air Force, Navy; Border Guard; Corps: 12, 34; Vietnam Coast Guard; Hanoi Capital Command; Services: Engineering, Chemical, Communications, Artillery, Special Forces, Armored; Corps: 11, 12, 18, 19.
The content of the telegram clearly stated that, according to the bulletin from the National Center for Hydro-Meteorological Forecasting, at about 4:00 a.m. on July 21, 2025, storm No. 3 (WIPHA) was at about 21.5 degrees North latitude; 110.4 degrees East longitude, in the northern area of Leizhou peninsula/China, 275km east of the Quang Ninh - Hai Phong sea area.
Storm No. 3 is currently active in the North East Sea, with a very strong intensity of level 12, gusting to level 15. This is a strong, fast-moving storm. According to the forecast of the National Center for Hydro-Meteorological Forecasting, the storm will affect the North and North Central regions from the evening of July 21, 2025, causing strong winds, heavy rain, high risk of flash floods, landslides in the midlands and mountainous areas, and flooding in low-lying areas and urban areas.
To ensure the safety of life and property of the people, the State and the army, and minimize damage caused by storms, the General Staff requests agencies and units to continue to thoroughly grasp and strictly implement the Prime Minister 's Official Dispatches, Official Dispatch No. 4136/CD-TM dated July 18, 2025; No. 4160/CD-TM dated July 19, 2025 of the General Staff on proactively responding to storm Wipha and heavy rain in the North and North Central regions, and not to be caught off guard.
In addition, strictly maintain the on-duty regime at all levels, closely monitor the developments of storm No. 3. The Border Guard continues to direct the Border Guards of coastal provinces and cities from Quang Ninh to Ha Tinh to coordinate with local authorities and functional agencies to continue counting vessels, promptly notify owners of vehicles, captains of vessels and boats still operating at sea of the location, direction of movement and developments of the storm to move to safe shelters or not enter dangerous areas; take measures to ensure the safety of people and vessels at the anchorage area, resolutely not let people stay on ships, rafts, and aquaculture watchtowers before and during the storm.
The Ministry of National Defense requires units to inspect and review plans; reinforce and protect factories, key works, unfinished works and key areas at risk of flash floods, landslides or areas at risk of landslides, riverbank and stream bank landslides, low-lying areas, and flooding; support people in reinforcing their houses, organizing the evacuation of people from dangerous areas and unsafe weak houses; prepare forces and means according to the "4 on-site" motto to promptly and effectively respond to situations and search and rescue, ensuring the safety of people and means for forces on duty.
