According to the National Center for Hydro-Meteorological Forecasting bulletin issued at 0:00 on July 22, storm No. 3 is continuing to move in a West-Southwest direction, with the strongest wind near the storm center at level 10 (89-102km/h), about 60km from Quang Ninh . Due to the storm's influence, Co To and Cat Ba special zones (Cat Hai special zone) have strong winds at level 6, gusting to level 8; Cua Ong has strong winds at level 9, gusting to level 10; Quang Ha has strong winds at level 8; Mong Cai has strong winds at level 6, gusting to level 9...
In order to proactively cope with the storm, the wards have established The Steering Committee for Natural Disaster Prevention and Control; Search and Rescue, and Civil Defense; develops specific prevention and response measures for each situation in areas at risk of flooding, localized inundation, and landslides during the rainy and stormy seasons and responds to strong storms and super storms.
At the same time, establish working groups led by the leaders of the ward People's Committee as the Team Leader to directly inspect and direct the scene; assign leaders, cadres, and civil servants to be on duty 24/7, ensuring timely handling of situations arising in the area; Trang has purchased additional tree cutting machines, shovels, hoes, knives, ropes, oil, gasoline, hats, raincoats, rubber boots, flashlights, etc. Up to this point, working groups in the wards are on duty and will be on duty all night with 100% of their staff.
In Ha Lam ward, a total of 30 households have been evacuated to safe places. Regularly and closely monitor the storm's developments; promptly inform the residential groups, neighborhoods and people to proactively take measures to prevent and combat the storm. At the same time, assign people to be on duty in key areas at risk of landslides and flooding to supplement temporary evacuation plans.
Similarly, in Hong Gai ward, the number of boats in the area has been reviewed and instructions have been given to move to safe shelters. A zalo group has been established to keep in regular contact with vessels operating at sea to provide information about the storm, proactively leaving dangerous areas; updating the list of 35 potentially unsafe areas for monitoring; mobilizing and moving 107 households in the 5-storey Bach Long apartment building, Block A and Block C apartment buildings of the hospital collective housing area... away from dangerous structures; arranging 20 temporary accommodation rooms for households in need.
In Tuan Chau ward, the port management agencies have been notified to stop issuing ship operating permits; and ship owners have been notified to take shelter in safe areas. There are currently a total of 191 vessels in the ward, of which 178 are parked at Ports 1 and 2; 13 have been towed ashore. Up to now, 100% of the ships have entered safe storm shelters, with no tourists on board.
Bai Chay Ward has notified and organized guidance for nearly 150 fishing boats in the ward to safe shelters; requested construction units of projects in the area to implement tower crane safety; inspected camps at construction sites and areas at risk of landslides to instruct people to brace against storms, evacuate cases in dangerous areas... The ward has requested hotels and restaurants to proactively deploy "4 on-site", reinforce infrastructure, create conditions and instructions, and ensure absolute safety for tourists present in the area. At the same time, organize a review of vulnerable points, move people out of dangerous areas...
