The arrangement, streamlining of the organizational apparatus and merging of administrative units is an objective necessity, with profound political, organizational and practical significance, contributing to improving the effectiveness and efficiency of the entire political system and state management.
With a natural area of 9,888.91 km2, a population of 4,952,238 people, 102 commune-level administrative units, including 85 communes, 14 wards and 3 special zones, An Giang has a large development space. What is special is that An Giang now converges all the diverse geographical factors: from sea, islands, mountains and forests to fertile plains, with a system of increasingly synchronous investment in transport infrastructure, irrigation, electricity and water, along with abundant local labor resources.
The above factors give the province distinct potential, outstanding opportunities and outstanding competitive advantages in developing the largest marine economy, tourism, agriculture and fisheries in the country, in addition to a processing industrial park and a logistics system with great potential.

The Deputy Prime Minister emphasized that the arrangement, streamlining of the organizational apparatus, and merging of administrative units not only redefines larger administrative boundaries but, more importantly, creates new conditions, motivations, and mechanisms for faster, more sustainable development, and most importantly, serves the people better and better. This is the foundation for An Giang to maximize its resources, effectively exploit its potential and strengths, and become an important growth pole in the Mekong Delta region and the whole country.
With the active preparation and high determination of the entire political system, the implementation of Resolution No. 202/2025/QH15 of the National Assembly and Resolution No. 1654/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of An Giang province is ready. In order for the new An Giang provincial Party Committees, authorities and mass organizations to operate smoothly, effectively, efficiently and promptly, better meeting the requirements of the people and businesses, the Deputy Prime Minister requested the Party Committees, authorities, the Vietnam Fatherland Front and mass organizations of An Giang province to seriously grasp and well implement the following key tasks:
The first is to ensure immediate smooth operation: From tomorrow, July 1, 2025, all work under the authority of both the provincial and communal levels must be carried out smoothly, without delay or omission. The core spirit is to better serve the people and businesses, while maintaining the image and style of officials "from administrative service to service to the people". For places where the communal level still lacks specialized staff, the provincial level needs to proactively arrange and strengthen them in a timely and sufficient manner to support and ensure that work is not interrupted.

Second , proactively develop a specific action plan: In the coming time, the workload will be very large. We request that comrades closely follow the Central Committee's directive documents (Directive No. 45-CT/TW, Resolution No. 57-NQ/TW, Resolution No. 66-NQ/TW, Resolution No. 68-NQ/TW, Conclusion No. 123-KL/TW...) and base on the local practical situation to proactively coordinate to develop timely and specific programs and action plans.
In particular, it is necessary to clearly define tasks, solutions, roadmap and implementation progress to achieve the highest results, effectively put the Central's major and new strategic policies and orientations into practice, first of all focusing on preparing documents for the An Giang Provincial Party Congress for the 2025-2030 term.
Third , promote the spirit of exemplary conduct for the common good: The policy of restructuring the apparatus and merging administrative units is a necessary and correct action, with a long-term strategic nature. We understand that this process can have a certain impact on the thoughts, aspirations and working positions of a number of cadres, civil servants and public employees. Change is not easy, but at this time, the spirit of exemplary conduct for the collective good and the common good is more clearly demonstrated than ever.
The Deputy Prime Minister believes that with a high sense of responsibility, the leadership of An Giang province will quickly get up to speed with the work, join hands and unite to excellently complete the assigned tasks. This will contribute to the successful implementation of development goals in the new period, together with the whole country entering an era of prosperity and sustainable development of the Vietnamese people.
