On July 15-16, the Party Committee of the Ministry of Industry and Trade held its 1st Congress of Delegates for the 2025-2030 term.
Sustainable development of private economy and state-owned enterprises
At the congress, the Industry and Trade sector proposed 7 key tasks and 6 strategic breakthroughs to build a strong and prosperous country. In particular, the sector focuses on building a strong Party organization, perfecting a streamlined apparatus, improving the quality of strategic advice and perfecting institutions and policies for industry development.
The industry also prioritizes developing high-quality human resources, promoting science and technology , increasing added value in production and import-export; investing in modern industrial, energy and commercial infrastructure.
In addition, it is necessary to continue promoting international economic integration, diversifying markets, expanding cooperation and signing new FTAs. At the same time, it is necessary to develop the private economy and state-owned enterprises in a sustainable manner, supporting the formation of large corporations in the fields of industry, export, energy and logistics.
The six strategic breakthroughs of the Industry and Trade sector include perfecting synchronous and modern institutions, policies and laws; developing high-quality human resources, applying technology, building modern infrastructure; promoting enterprises, forming strong corporations; innovating leadership methods associated with digital transformation; reforming personnel and administrative work in the Party towards streamlining, efficiency and clear decentralization.

In his speech, Member of the Party Central Committee, Member of the Standing Committee of the Government Party Committee, Deputy Prime Minister Bui Thanh Son acknowledged that during the 2020-2025 term, the Industry and Trade sector has joined forces, been proactive, creative, and made breakthroughs to comprehensively contribute to the results of socio-economic development.
Notably, the miracle of the 500kV line 3 was completed with many "records" in terms of construction time, workload, resource mobilization, and problem solving; restarting the Nuclear Power Development Program and the Ninh Thuan Nuclear Power Project; and removing difficulties for large renewable energy projects.

"The Ministry of Industry and Trade has strived with "more than 100% of its strength", advising the Government to submit to the 15th National Assembly to pass the amended Electricity Law in just one session with a high approval rate (91.65%); separating the National Power System Dispatch Center from the Vietnam Electricity Group, helping to fundamentally innovate the operating mechanism of the national power system and electricity market", the Deputy Prime Minister noted.
Need to play the role of "flag bearer" on the economic front
The Deputy Prime Minister assessed that in the 2020-2025 period, the Ministry of Industry and Trade has proactively "taken the lead", coordinated to explore the Middle East, Africa, Southern Europe and Halal markets. Notably, the Vietnam - UAE Comprehensive Economic Partnership Agreement was signed, bringing the total number of FTAs to 17, expanding export space and attracting development resources.
The domestic market maintains a steady growth of 9%, notably e-commerce exceeding 25 billion USD in 2024, up 22% compared to 2023. The industrial sector recovers with an increase of 8.4%, with manufacturing alone increasing by nearly 10%, consolidating Vietnam's role as a manufacturing center in the region.

Forecasting that the world situation in the coming time will continue to develop complicatedly, Deputy Prime Minister Bui Thanh Son said that the Ministry of Industry and Trade and the Party Committee of the Ministry of Industry and Trade need to continue to maintain their role as the key state management agency for industry and trade, the "leading flag" on the economic front, and a solid support for corporations, general companies, and enterprises...
The Deputy Prime Minister directed the Ministry of Industry and Trade to strengthen leadership, complete the goals assigned by the National Assembly and the Government, effectively implement four national plans; innovate thinking, shape the vision of a knowledge-technology-innovation economy, promote modern industrialization associated with green transformation and digitalization.
In addition, ensuring energy security and sustainable development according to Power Plan 8, rapidly increasing renewable energy and improving the efficiency of the competitive electricity market; developing modern, high-value trade, taking advantage of new-generation FTAs, expanding cross-border e-commerce and logistics; protecting the domestic market, promoting the use of Vietnamese goods, fighting smuggling, fraud and counterfeit goods.
