Identifying “bottlenecks” in public sector digital transformation

On July 17, in Hanoi, Voice of Vietnam Electronic Newspaper (under Vietnam Television - VOV) organized the forum "Digital transformation of the public sector - Premise for socio-economic development".

Speaking at the forum, Mr. Pham Manh Hung, Deputy General Director of VOV, said that digital transformation, especially in the public sector, is no longer a trend but has become an inevitable requirement to increase administrative effectiveness, streamline the apparatus and improve the quality of public services. However, this process is currently facing many barriers in terms of technical infrastructure, legal institutions, organizational capacity and human resources.

From Vietnam's practice and international lessons, Mr. Nguyen Huu Thai Hoa, Deputy Director of the Vietnam Institute for Information and Communications (IVM/VUSTA), and Chairman of the Vietnam Digital Information and Communications Center (VDIC), said that priority should be given to a series of comprehensive solutions.

First, we must increase investment in technology infrastructure, especially national data centers and 5G networks in localities where access is still limited. Second, we must promote human resource training, not only for technical staff but also for administrative civil servants, through digital skills programs in conjunction with universities and businesses.

At the forum, experts also pointed out the current state of digital transformation in the public sector, especially issues related to technology infrastructure and resources. In particular, the development of technology infrastructure in state agencies is still backward. Many places still use old, asynchronous technology systems, making it difficult to integrate new digital solutions, such as separate, incompatible data storage systems, slowing down the process of information sharing.

In addition, budgets for digital transformation are often limited, especially at local or grassroots levels. Deploying infrastructure such as data centers, 5G networks, or management software requires large costs, but financial resources are often insufficient. The public sector often has difficulty attracting and retaining technology talent due to uncompetitive salaries compared to the private sector.

The forum also recorded many important presentations from agencies and businesses. Only when the ecosystem mindset is realized through concrete actions and synchronous policies can digital transformation truly become a strategic lever to build an effective administration, serving people and businesses, while creating a foundation for sustainable socio -economic development in the digital age.
