Resolution 57: Science and technology as national policy, paving the way for Vietnam to make breakthroughs

Resolution 57-NQ/TW of the Politburo identifies science and technology, innovation and digital transformation as pillars of development, paving the way for Vietnam to break through and integrate more deeply into the global value chain.

From a traditional agricultural country to a dynamic digital economy , gradually integrating into global value chains, Vietnam's economy has undergone many profound changes.

The important driving force that helped Vietnam make that progress was science and technology, innovation and digital transformation. Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on the development of science, technology, innovation and digital transformation marked a strategic turning point, opening the door for the country to enter a new era of development.

Resolution 57 is not only a guiding document but also a comprehensive blueprint with specific, highly actionable solutions to remove barriers and unlock resources for key areas.

Mr. Vu Quoc Huy, Director of the National Innovation Center (NIC), emphasized that the issuance of the Resolution is a major turning point, making science, technology and innovation a top national policy, while creating a strong driving force to promote rapid and sustainable socio-economic development.

According to the Director of NIC, the three pillars of institutions, human resources and infrastructure identified in the Resolution will be an important foundation for the Government, ministries, sectors and localities to concretize into action programs. In particular, the Resolution also affirms the role of combining state resources and the private sector in forming and operating a comprehensive innovation ecosystem.

From a legislative perspective, Professor-Doctor Hoang Van Cuong, member of the National Assembly's Economic and Financial Committee, said that Vietnam has a great advantage in terms of young, intelligent human resources and the ability to adapt quickly.

This is the foundation to shorten the path of science and technology development, helping the country catch up, and even go faster than many countries. Resolution 57's determination of science and technology as a pillar of growth shows a strong change in thinking, placing people and knowledge at the center of development.

For the business community, Resolution 57 creates new momentum to promote innovation, closely linked to the green economy and digital economy. Thanks to that, businesses have more conditions to expand their markets, improve their competitiveness, and accompany the country in the new development stage.

Ms. Nguyen Thi Tuyet Mai, Director of Anima Vietnam Fashion Company Limited, shared that the Resolution has helped businesses boldly accelerate the digital transformation process, while researching and developing fashion products applying green technology, keeping up with global trends.

Based on Resolution 57, the Government issued Decision No. 1131/QD-TTg of the Prime Minister on the List of strategic technologies and strategic technology products; which identified 11 strategic technology sectors and 35 key products that Vietnam needs to focus on developing.

Fields such as semiconductor industry, artificial intelligence, blockchain, financial technology, etc. are all rich in potential, suitable for the country's young and dynamic human resources advantage.

According to NIC, the goal by 2050 is to train about 50,000 high-quality human resources for the semiconductor industry, capable of mastering all key stages.

This center will play a core role in connecting elements in the innovation ecosystem from research institutes, universities to businesses and investment funds, thereby forming a sustainable cooperation network.

The key point of Resolution 57 is to consider people as the center and core leading the entire transformation process. Ms. Nguyen Nha Quyen, Operations Director of the Vietnam Science and Technology Entrepreneurship Fund (SVF), said that the most prominent factor of the Resolution is not technology but people.

Resolution 57 encourages entrepreneurial thinking, the spirit of daring to experiment, accepting risks and finding optimal solutions, reflecting the spirit of modern entrepreneurs. At the same time, attracting, promoting and nurturing talents has been concretized by actions, creating consensus in both the public and private sectors.

According to Ms. Nguyen Nha Quyen, to realize the development aspiration, Vietnam cannot stop at the role of the world's "factory" but must proactively master core technology, at least have the ability to control and deploy, so as not to be dependent when global fluctuations occur.

This view is similar to that of Professor-Doctor Hoang Van Cuong, when he said that Vietnam needs to create new products and fields of its own, participating in the global value chain in high-value stages instead of just processing at low stages.

To do so, the driving force for breakthroughs must be based on science and technology, innovation and modern trends such as digital transformation, automation, artificial intelligence and green development.

From a management perspective, Mr. Vu Quoc Huy emphasized the need to continue perfecting institutions, building breakthrough mechanisms, especially testing mechanisms, to create initiative for research facilities, universities, and start-up businesses.

Only when there is space for experimentation will creativity be encouraged and achievements will have the opportunity to be put into practice. At the same time, maximizing domestic and foreign resources to solve “big technology problems” will help Vietnam master core technology and effectively apply it to socio-economic development.

Vietnam is on the threshold of a new era, where knowledge and innovation become the core driving forces for development. Resolution 57 is not only a strategic orientation, but also a strong affirmation of the aspiration to rise up with intelligence and technology.

The country has gone through the period of only playing the role of “participant” and is gradually affirming its position as “creator of the future.” In that journey, Resolution 57 is the key that opens a new door, helping Vietnam confidently move forward quickly, steadily and further on the world map./.
