Today, in a solemn, excited and united atmosphere, we are all here to witness the announcement ceremony of the Resolution and Decision on the merger of Tuyen Quang and Ha Giang provinces, establishing the new Tuyen Quang province; arranging commune-level administrative units and officially organizing a two-level local government model. This is an event of special historical significance in the process of innovation and reorganization of the political system in the spirit of Resolution No. 18-NQ/TW of the 12th Central Executive Committee and directive documents of the Central, National Assembly, Government, and Prime Minister; marking an important transformation in terms of institutions, organization, and management thinking of the state administrative apparatus.
On behalf of the Party and State leaders, I warmly congratulate the Party Committee, government, army and people of all ethnic groups in Tuyen Quang and Ha Giang provinces on officially entering a new stage of development, with great confidence, spirit and expectations. The arrangement, streamlining of the apparatus, and merging of administrative units are not just simple administrative activities, but are strategic steps of great significance in terms of politics, organization and practice, in the process of improving the effectiveness and efficiency of the political system and the state management system; not only changing administrative boundaries, but more importantly, aiming to create new development space, exploit advantages, optimize resources for socio-economic development, create new growth poles with regional connectivity, promote the potential and strengths of each locality, create new conditions, motivations and mechanisms for faster, more sustainable development, and better serve the people.
The merger of Tuyen Quang and Ha Giang provinces to form the new Tuyen Quang province has been carefully studied and evaluated by the Party Central Committee, the Politburo, and the Secretariat in many aspects in order to rationally organize administrative units, in accordance with the reality and development trends, while ensuring the historical factors of the two provinces; ensuring the apparatus of the political system is streamlined, compact, strong, and operates effectively and efficiently; streamlining the payroll; restructuring and improving the quality of the staff, civil servants, and public employees; creating conditions for regional linkage, expanding development space, consolidating and strengthening national defense and security, contributing to promoting potentials, advantages, and all resources to promote socio-economic development, and improving people's lives.

Tuyen Quang and Ha Giang are two provinces with a rich revolutionary tradition, closely linked, sharing the same cultural, geographical and historical space and having many similarities. Tuyen Quang is the capital of the liberated zone, the capital of the resistance war - where many important events of the Vietnamese revolution were recorded. Ha Giang is the sacred border fence of the Fatherland - where every inch of land, every sovereignty milestone is firmly maintained, where the resilient vitality of the ethnic groups in the far North converges. The two merged localities are not only the aggregation of administrative units, but also the blending of revolutionary traditions, history, culture, people and the aspiration to develop into a larger, stronger administrative - political - economic entity, capable of shouldering the development mission in the new era.
On behalf of the Party and State leaders, I commend the spirit, responsibility and efforts of the two provinces of Tuyen Quang and Ha Giang over the past time in promptly completing the arrangement of the two-level local government apparatus in accordance with the spirit of Resolution No. 60 and Conclusion No. 150 of the Politburo. I congratulate the Party Committee, government and people of all ethnic groups in Tuyen Quang province and the comrades who have been trusted, entrusted and assigned important responsibilities in the decisions just announced.

President Ho Chi Minh - who lived and worked for many years in the historic land of Tuyen Quang, advised: "The work of the government is for the people. The government must be close to the people, understand the people, learn from the people and help the people". That teaching is still valid today. Especially, in building a socialist rule-of-law state, the organization of the apparatus is not only about administrative reform,
but also demonstrates the revolutionary, humane nature of the State of the people, by the people, for the people; is a renewal of thinking about social governance, renewal of operating methods, renewal of the way of being close to the people, understanding the people, serving the people of the team of cadres and civil servants at the commune, ward, and special zone levels.
To effectively promote the new model, the Party Central Committee, the Politburo, and the Secretariat request the Party Committee, government, and people of all ethnic groups in Tuyen Quang province to continue to promote the tradition of the revolutionary land, unite, strive to overcome difficulties, quickly stabilize, and achieve the highest results in the identified goals and tasks; focusing on implementing well the following key points:
Firstly, continue to thoroughly grasp, deploy, and widely inform the policies of the Central and the province on the organization and apparatus of the political system to all cadres, party members, civil servants, public employees, workers and people of all ethnic groups in the province to ensure unity, consensus, high determination, and great efforts in the process of deployment and implementation, creating a wide spread and high consensus in society, especially in remote areas, ethnic minority areas. Maintain political stability, take care of the development of education, training, socio-culture, ensure national defense, security, social order and safety; promptly grasp public opinion, proactively handle arising situations, avoid being passive or surprised.

Second , after the announcement of the decisions today, the apparatus must be immediately stabilized and work must be deployed according to the new model and organization. From tomorrow (July 1, 2025), all work under the authority of the two levels (province and commune) must be carried out smoothly, without delay or omission, with the spirit of serving the people and businesses better; maintaining the image and style of officials "from serving the administration to serving the people". For communes lacking professional staff, the province must promptly and fully arrange, strengthen, support and help to ensure smooth and effective work. In the coming time, the workload is very large, so we request that you closely follow the documents of the Central Committee, especially Directive No. 45, Resolution No. 57, Resolution No. 66, Resolution No. 68, Conclusion No. 123 and local practices, proactively coordinate to develop timely and specific action programs and plans; in which clearly define tasks, solutions, roadmaps, and implementation progress; urgently review, revise, supplement, and develop working regulations, programs, and plans, ensuring that the major policies and strategic orientations of the Central Committee are put into practice.
Third, it is recommended that comrades who are assigned, assigned, or appointed to new positions promote a high sense of responsibility, affirm their mettle, intelligence, and dedication, proactively adapt to new requirements, dare to think, dare to do, dare to take responsibility for the common good; quickly get into the rhythm of work with creative, innovative, scientific leadership and working methods, closely following the grassroots, leaving no gaps in leadership, direction, and management, and not allowing work to stagnate; promptly stabilize the internal agencies, units, facilities, and working conditions for cadres and party members to immediately deploy assigned tasks, promptly resolve arising issues; strongly promote the spirit of innovation and creativity, and successfully organize the implementation of local political tasks. A prominent feature and also a major difficulty is that the distance from border and mountainous communes to the provincial center is very far, in some places more than 300km; Therefore, comrades need to resolutely promote the application of science and technology, digital transformation to change thinking and management methods, not to create a gap between the provincial government and the commune and people.

Fourth, closely following the practical situation, building a master plan for the new Tuyen Quang province in a systematic, scientific, long-term vision, closely connecting the mountainous - midland - border - plain areas and other localities. It is necessary to clearly identify this as a strategic task, deciding the new position of the province on the national development map; exploiting and effectively promoting the potentials and advantages in socio-economic development, especially the potentials of historical - revolutionary and ecological tourism, high-tech agriculture, renewable energy, precious medicinal herbs, and border trade. Thoroughly grasping the spirit of not trading the environment, culture and social security for mere growth; harmonious development, ensuring social security, progress, preserving identity, protecting ecology and using resources effectively, for a sustainable, balanced and humane future.
Fifth, carefully prepare and successfully organize party congresses at all levels, especially the new Tuyen Quang Provincial Party Congress for the 2025-2030 term, ensuring progress, quality and political orientation. This is not only an important political event, but also a milestone for a new development stage of a larger-scale administrative-economic-social space. The goal is to create a development space, successfully implementing the goal of becoming a fairly developed, comprehensive, sustainable, high-middle-income province by 2030 and striving to become a developed, high-income province by 2045; self-reliant, confident in the new era.

I believe that, with a high sense of responsibility, revolutionary tradition, patriotism, solidarity, innovation and aspirations, the Party Committee, government and people of all ethnic groups in the new Tuyen Quang province will quickly get into the swing of things, join hands and overcome initial difficulties, turn challenges into opportunities, turn mergers into strength, bring the province to increasingly solid and comprehensive development, successfully complete assigned tasks, contribute to the successful implementation of development goals in the new period, and together with the whole country enter the era of prosperity and prosperity of the Vietnamese nation.
