In the past 5 years (2019 - 2024), the district's armed forces' emulation movement has developed comprehensively, in the right direction, maintained regularly and continuously, closely linked with the local patriotic emulation movement, major campaigns of the Party, State and Army. Emulation movements such as: "The whole country joins hands to build new rural areas", "The whole country joins hands for the poor, leaving no one behind"; "Officers and soldiers of the district's armed forces practice office culture, worthy of Uncle Ho's soldiers", "The district's armed forces participate in developing synchronous and modern infrastructure; practicing thrift, fighting waste" have achieved many results. Through the implementation of the emulation movement, 90 collectives and 180 individuals have been awarded certificates of merit at all levels for performing local defense and military tasks.

The Congress agreed on the direction and goals set for the period 2024 - 2029. Accordingly, it is necessary to continue promoting the international solidarity movement in the district's armed forces, especially promoting the study and following of Ho Chi Minh's ideology, morality and style to create a widespread revolutionary action movement, encouraging the self-awareness of each cadre and soldier in performing their duties. Actively compete to excellently complete political tasks, well carry out breakthroughs and key emulation activities in national defense and security to maintain political stability, social order and safety, and promote local socio-economic development.
On this occasion, the People's Committee of Thuan Bac district awarded certificates of merit to 8 collectives and 19 individuals with outstanding achievements in the district's Military International Movement for the period 2019 - 2024.
