This is also the term that shows many efforts of Hoa Binh province - a land with many difficulties that is gradually changing thanks to PIT capital. Looking back at the past 5 years, we can see that Hoa Binh has both persistently conquered each milestone on the development journey and determined to accumulate more internal resources to create breakthroughs from PIT.

In the 2020 - 2025 term, our Party clearly demonstrated its viewpoints, policies and determination in leading and directing the field of public investment. Right in the XIII Congress Document, the Party determined: Public investment is an important tool of the State to lead, activate and regulate the economy . Therefore, public investment capital is restructured towards focusing on strategic infrastructure to create strong momentum for the economy.

In Hoa Binh province, with the medium-term public investment capital for the 2021-2025 period allocated at the highest level ever, the province has restructured its capital sources, "pouring" capital heavily into key projects with high spillover effects to create breakthroughs in infrastructure development, providing a key driving force for socio-economic development.

Public investment - key driving force

Entering the second year of implementing the Resolution of the 17th Provincial Party Congress, term 2020 - 2025, Hoa Binh has begun implementing the Medium-term Development Plan for the period 2021 - 2025. During this period, the entire province is allocated the largest total capital source. According to the plan assigned at the beginning of the period, the total capital plan assigned by the Prime Minister is 18,058,690 million VND; the Provincial People's Council approved 18,085,786 million VND. After adjustments and supplements, the total approved capital source is 33,316,201 million VND, of which the provincial budget capital is 12,390,965 million VND; the central budget capital is 20,925,236 million VND. This capital source increased by 170% compared to the period 2016 - 2020 and is much higher than previous periods. This is a record high capital level, demonstrating the Central Government's attention and the province's efforts to mobilize local resources.

Analyzing the capital structure of the public investment projects in this period, we can see that: In addition to the allocated central budget, the provincial budget with the level of 12,390,965 million VND shows the ability to balance from the local budget, as well as the determination to create a breakthrough in public investment resources of a mountainous province with many difficulties. To have a record amount of capital poured into public investment projects, the province has mobilized capital from land use revenue, local budget deficit capital, concentrated basic construction investment capital, while increasing the mobilization of non-budgetary sources, attracting more social resources to implement infrastructure investment projects.

In particular, the highlight in the province's thinking and actions to effectively use the capital for the 2021-2025 period is to shift from scattered and dispersed investment to concentrated, focused and key investment. This is a change in line with the leadership orientation at the 13th National Party Congress: restructuring the capital for the development of the province, focusing on key areas with great influence, national and local key areas, in which prioritizing resources to create momentum for particularly difficult areas.
Innovative thinking to create breakthroughs

Large resources are a necessary condition, but effective implementation is a sufficient condition for the DTC to truly take effect. Understanding that, the political system of the whole province has innovated its thinking and taken drastic actions to effectively activate the DTC resources. Not only recording a record number of total investment capital, the 2021 - 2025 period also marked the province's political determination when organizing the implementation of DTC projects. With a "key thinking" and determination to create a breakthrough, the process of using DTC capital is associated with efforts to implement a strategic breakthrough in the 2020 - 2025 term: investing in the development of synchronous and modern infrastructure.

Specifically, the Resolution of the 17th Provincial Party Congress identified infrastructure development as one of the four strategic breakthroughs, implemented throughout the term. To realize this strategic breakthrough, in Project No. 02-DA/TU on completing socio-economic infrastructure for the period 2021 - 2025, the Provincial Party Committee identified the focus as prioritizing the development of road traffic infrastructure and technical infrastructure for environmental protection and climate change response. This is also an orientation consistent with the "key thinking" in allocating resources for medium-term socio-economic development: focusing on allocating capital to effectively implement and promote important and urgent projects of the province, projects with high connectivity, inter-regional impacts, and socio-economic promotion.

Comrade Nguyen Van Danh, Director of the Department of Finance, said: The medium-term and annual public investment plans are allocated in detail to projects and works in accordance with regulations, procedures and time. The work of preparing, submitting and assigning plans is carried out promptly, in compliance with principles and priorities. In addition, the Department advises the Provincial People's Committee to prioritize capital allocation for large projects, key works, regional linkages, which have a great impact on local development, especially important transport projects, industrial zones and clusters that play a role in attracting investment, etc. Thanks to that, public investment capital is used for the right purposes, promoting practical efficiency, creating a spillover effect in society, overcoming the situation of scattered and fragmented investment.

In recent years, the capital source of the investment project has been strongly poured into key projects to create a key driving force for socio-economic development. Typically, the Hoa Binh - Moc Chau expressway project (section through the province) has a total investment of 9,997 billion VND, of which the provincial budget is 1,754 billion VND; the Hoa Binh - Hanoi regional connecting road project and the Son La expressway (Hoa Binh - Moc Chau) have a total investment of 4,120 billion VND, of which the provincial budget is 1,620 billion VND... Many important traffic routes have been started to be built or repaired. To date, over 11,170 km of roads have been formed in the province, an increase of about 420 km compared to 2020.

In addition to transportation, irrigation and dyke infrastructure projects have also been upgraded to ensure irrigation, daily life and safety for residents. The national power grid covers 100% of communes, wards and towns. Industrial zones and clusters have gradually synchronized infrastructure, increasing the occupancy rate of industrial land to promote investment attraction...

Along with that, the province focuses on the goal of ensuring social security. A series of civil, medical and educational works invested from the ODA capital have been and are existing, a vivid proof of the effectiveness of capital allocated in the right focus and at the right time. However, the journey to create a breakthrough from the ODA still has many challenges, requiring many resonant factors to overcome - from institutions, resources, political determination to practical actions. It is noteworthy that in the past 5 years, the participation of the entire political system has added strength and strengthened the belief in a sustainable and breakthrough development of Hoa Binh.
