Change from command to action
The province's administrative reform direction and management continues to affirm its "creating and leading" role in the apparatus. With 9,428/9.5 points, this index ranks 25th nationwide and has increased by 35 places compared to the previous year. This result is thanks to Binh Thuan's timely issuance and implementation of the annual administrative reform plan, promoting inspection, propaganda, innovation in working methods and organizing many dialogues with people and businesses. Although there is still a problem of updating the progress of implementing tasks on the Government's reporting information system not being timely, in general, the locality's initiative has been effective. Similarly, the component index on state administrative apparatus reform has the most impressive increase - up 58 places, reaching 5th place out of 63 provinces and cities. The province has actively restructured public service units, streamlined focal points, strictly implemented regulations on decentralization, delegation of authority, and arranged a reasonable number of leaders, civil servants, and public employees...

However, in the 9 component indexes of PAR INDEX, 2 indexes have decreased in points and rankings, notably administrative procedure reform. Binh Thuan only achieved 11.24/13 points, ranked 62/63, near the bottom of the table. Some of the main reasons pointed out are: The announcement of the list of administrative procedures (TTHC) is still slow compared to regulations; the public announcement of TTHC is not synchronized on the electronic information pages of agencies; the rate of synchronization of records on the National Public Service Portal has not reached 100%; internal announcement of TTHC at the provincial level has not been implemented according to new instructions... More notably, some new points in the 2024 regulations - such as the announcement of internal TTHC or digitization of TTHC records - have not been fully implemented, leading to the loss of points. This is considered a "bottleneck" that needs to be resolved soon, because administrative procedure reform is the most practical measure for people and organizations in the process of accessing public services.
The civil service reform index reached 84.72%, up 27 places and reflecting positive changes, especially in the survey contents of cadres and civil servants such as transparency in recruitment and appointment; training quality, capacity and sense of responsibility of civil servants. However, some criteria still exist such as: The rate of civil servants assigned to the right job position does not meet requirements; there are units violating the recruitment process; the situation of district-level cadres being disciplined still occurs; the rate of commune-level civil servants meeting standards is still low. These loopholes show the need to continue to tighten discipline and improve the quality of the team, especially at the grassroots level.
Administrative reform spreads into socio -economic development
Administrative reform is not only a revolution within the state apparatus, but also has a direct impact on the health of the economy. Last year, Binh Thuan achieved 5.91/6.5 points in the component index "impact of administrative reform on socio-economic development", ranking 15th nationwide. This shows that reform efforts have contributed to creating a more transparent investment environment, the number of newly established enterprises increased, state budget revenue exceeded estimates (up 8.9%), and many socio-economic indicators were completed and exceeded the plan. Citizen satisfaction is the ultimate measure of reform effectiveness. With SIPAS reaching 82.63%, Binh Thuan improved 14 places compared to last year. The satisfaction level in all criteria groups from service access, staff attitude, to file processing results all increased. In particular, the index of "satisfaction with government accountability for policies" increased from 79.41% to 83.42% - showing progress in publicity, transparency and listening to people. However, the survey results also raised many expectations: People want to increase supervision, improve the quality of online public services, improve facilities at the one-stop shop and improve the effectiveness and efficiency of the apparatus. This is not only a requirement, but also a motivation for local administrative agencies to continue to improve.
The results of administrative reform in 2024 bring positive signals to the province in the journey of modernizing the administrative system and building a system to serve the people. Although there are still shortcomings, the important thing is that the spirit of openness and commitment to improvement is clear. Under the direction of the Provincial People's Committee, departments such as the Department of Home Affairs, the Office of the Provincial People's Committee, the Department of Justice, the Department of Finance, and the Department of Science and Technology are being assigned specific tasks to improve weak component indicators in 2025. It is expected that next year, the province will not only maintain the improvement momentum, but also go further in the national rankings.
