According to Mr. Luan, the highlight of Resolution 68 is first of all changing the viewpoint and awareness of the role and position of the private economic sector. If previously, the private economic sector was only identified as a part of the economy, then an important part of the economy, now Resolution 68 has made an important step forward in affirming that the private economy is the most important driving force of the national economy. “After 5 years of investing in Binh Phuoc province, the enterprise has always received attention and support from the provincial departments and branches, thanks to which the branch's annual revenue has achieved a growth rate of 15-20%. Resolution 68 will be an important driving force for the enterprise to boldly invest in expanding the market in the coming time,” Mr. Luan shared.
Mr. Vo Quang Thuan, member of the Vietnam Rubber Association, Chairman of the Board of Directors of Thuan Loi Rubber Company Limited, Dong Phu District, said that the State has boldly granted legitimate rights to private enterprises, ensuring basic rights such as property ownership, freedom of business, equal competition, and fair access to the country's resources. According to Mr. Thuan, changing the perspective and awareness of the role and position of the private economic sector; considering enterprises as partners and shifting from the "pre-control" to "post-control" mechanism; creating conditions for enterprises, especially small and medium enterprises, to access land and investment capital to expand production and increase export value. "For rubber businesses, Resolution 68 is an important basis for mobilizing resources from rubber growers to increase output, thereby increasing export value and contributing more to the state budget" - Mr. Thuan shared.
Eliminate lump-sum tax - increase transparency in business
As an individual business household, Mr. Bui Ngoc Phuc in Duc Phong town, Bu Dang district, said that the new regulations of Resolution 68 are very beneficial for individual business households. Thereby, it will help individual business households access capital sources, connect with large enterprises, create conditions to convert into enterprises and especially the elimination of lump-sum tax in early 2026 will increase transparency in the implementation of tax policies compared to before. Mr. Phuc shared that the elimination of lump-sum tax and switching to the form of self-declaration and tax payment based on actual revenue will accurately reflect business capacity and ensure the principle in the Law on Tax Administration: "Taxpayers self-declare, self-pay, self-responsibility"; encourage the participation and sense of responsibility of taxpayers to the community and the country through tax payment based on business results.
Agreeing with the view of abolishing lump-sum tax, Mr. Do The Ngoc, Director of Minh Ngoc Company Limited, Binh Long Town, said that abolishing lump-sum tax is a right step, helping to reduce tax loss, encouraging individual business households and private enterprises to comply with management procedures like real enterprises, contributing to creating a fairer competitive environment. Enterprises are not afraid of having to pay more taxes but are afraid of unfairness in tax obligations between enterprises and business households as before.
Expect the resolution to come into effect soon
In order for enterprises in the private economic sector to truly become “the most important driving force of the economy ” in accordance with the spirit of Resolution 68, Master Nguyen Kim Du, lecturer of the Faculty of Basic Theory, Provincial Political School, said that it is necessary to strengthen the responsibility of competent authorities in handling procedures for enterprises and to innovate thinking from administrative management to administrative service. This also helps create peace of mind and trust for enterprises. Enterprises must also proactively build production and business strategies by applying science - technology, innovation and digital transformation in a comprehensive and synchronous manner to deeply integrate into the global economy.
Resolution 68 not only opens a new chapter in the private economic development policy but also marks a strong shift in economic leadership and management thinking. For the first time, the private economic sector is established as a strategic "development partner", creating the future with the State. The Resolution is a boost to create trust, arouse the desire to get rich legitimately and a strong spirit of innovation in the private business community nationwide in general and Binh Phuoc in particular.
