A representative of Vietnam Social Security said that starting from July 1, 2025, there will be 4 more groups of people whose health insurance card purchase costs will be fully covered by the State budget.

The expansion of this subject shows that the social security system is increasingly comprehensive, fair and effective, truly people-centered.

Specifically, the 4 new groups of subjects covered by state health insurance include:

(1) Standing militia.

(2) People aged 75 or older who are receiving monthly pensions, people aged 70 to under 75 years old from near-poor households who are receiving monthly pensions.

(3) People who are receiving monthly social pension benefits according to the provisions of the law on social insurance.

(4) Employees who are not eligible for pension and are not old enough to receive social pension benefits are receiving monthly benefits according to the provisions of the law on social insurance.

Thus, the number of groups of subjects receiving 100% health insurance support from the State budget according to the new Law on Health Insurance is 20. This is not only an increase in quantity but also a policy adjustment towards the remaining "gaps" in social security, ensuring that all people, especially vulnerable groups, have full access to health care services.

In particular, for the group of elderly people receiving monthly pensions, this group includes two specific subjects: People aged 75 and over receiving monthly pensions, and people aged 70 to under 75 from near-poor households also receiving pensions.

At this age, the risk of illness is very high, while income is extremely limited. They face a double burden, the pain of losing a loved one and financial instability.

Previously, people aged 80 and over were granted free health insurance cards. Lowering the age to 75 (and 70 for near-poor households) is an extremely humane step, targeting the group of people who need the most urgent protection.

The group of people who are receiving monthly social pension benefits according to the provisions of the law on social insurance. Social pension benefits are a layer in the multi-layered social insurance system, for the elderly who do not have a pension or monthly social insurance benefits.

This group includes: 75 years of age or older; Not receiving monthly pension or social insurance benefits, except for cases prescribed by the Government ; Having an application for social pension benefits; Vietnamese citizens from 70 to under 75 years of age belonging to poor or near-poor households, and meeting all conditions (not receiving monthly pension or social insurance benefits and having an application for benefits) will be entitled to social pension benefits).

Providing social pensions is a big step forward, but adding free health insurance cards would really round out the package for this group. This would ensure that their pensions are used to support their lifestyles, rather than to cover rising medical costs as they age.

The group of workers who are not eligible for pensions, and are not old enough to receive social pension benefits, are receiving monthly benefits according to the provisions of the law on social insurance. This is a complex group of subjects and supporting them shows the humanity of social insurance and health insurance policies.

They are workers who are past retirement age, not eligible for pension (less than 15 years of social insurance contributions), but not yet eligible for social pension benefits (under 75 years old). In this "gap", they have no pension, no income and face the highest health risks.

For the regular militia group, this expansion shows the State's attention to groups of people who have made silent contributions to society, or are in a transitional period, most vulnerable in terms of health and finances.

Supporting 100% of health insurance is an official and practical recognition of the State for the contributions and sacrifices of this force. When their health is guaranteed, militia soldiers will be more confident in their training, combat readiness and participation in emergency missions such as natural disaster and epidemic prevention.

According to Vietnam Social Security, the State's contribution to health insurance for target groups is a policy of profound humanitarian significance. By expanding the scope of support for the entire health insurance contribution, it helps people, especially the poor, the near-poor, the elderly and vulnerable groups, to have health insurance cards to ensure their health.
