Vietnam - Singapore exchange thousands of talented workers for work

The Innovation Talent Exchange Program (ITX) is expected to send 300 high-quality human resources to work in both countries in the first year and increase to at least 1,000 people each year thereafter.

The information was provided by Ms. Kim Ngoc Thanh Nga, Deputy Director of the National Innovation Center of the Ministry of Finance, at the Vietnam - Singapore Innovation Talent Exchange Forum on June 18. The transfer is within the framework of the Memorandum of Understanding on the Vietnam - Singapore Innovation Talent Exchange Program (ITX) signed by the two sides in August 2023, with the goal of creating a transfer channel for talented human resources of the two countries to find short-term jobs within 2 years.

ITX plans to complete the platform for businesses and candidates to start registering from July. The goal is to attract over 300 candidates in the first year, and at least 1,000 people in both directions in the following years, with no limit on the number. Job positions related to innovation such as data science and analysis, cybersecurity and risk management, cloud computing, internet of things, artificial intelligence, virtual reality, application/system programming, digital innovation, semiconductors, etc.

"Singaporean salaries range from 3,000 to 5,000 USD, and some positions can be double that," said Ms. Nga, adding that Vietnamese businesses also have competitive incomes for foreign experts and high-quality workers.

For Singaporean candidates working in Vietnam, the maximum age is 33 for those with a university degree and 35 for those with a college degree. Those with a bachelor’s, master’s, or doctoral degree require a minimum of 3 years of work experience and 5 years for those with a college degree. Vietnamese businesses wishing to recruit Singaporean workers must post job vacancies on the national job portal.

In contrast, Vietnamese people working in Singapore have a lower age requirement, 30 for all candidates, and no years of experience required. Employers in Singapore who want to recruit Vietnamese workers under this program do not need to post job vacancies.

Ms. Nga believes that the demand for Vietnamese people to work abroad will increase, so the program will create the best conditions for candidates. The female expert considers this an opportunity to participate in a superior labor market, cultivating valuable expertise for future work.

"Everyone needs to go through a training process to develop their career and this period is very important in life. High-quality workers who go to work abroad will have more advantages, broader experiences, and when they return home, they will make outstanding contributions. This should not be seen as a brain drain," she said.

In the process of working with many experts and intellectuals, she realized that most of them want to return to Vietnam to work. Salary is only one part, the important thing is that they create value and satisfy their desire to contribute. With the income for high-quality workers in Vietnam, life is also more comfortable than abroad, so many people choose to return.

Attending the forum, Nguyen Viet Tung, a final year student majoring in Automation and Informatics at the International University of Vietnam National University, Hanoi, is interested in the fields of network security and risk management. Tung wondered if he could be extended his job after two years or if he could transfer to another job if he met the requirements. "What about the language requirements, research capacity, program targets, salary, and specific working environment of the program?", the 22-year-old asked.

Mr Vincent Yu, Senior Assistant Secretary of the Ministry of Trade and Industry of Singapore, said that the two-year duration is specific to the ITX program, after which one can apply for another regular program visa as long as they meet the requirements. ITX is related to the innovation industry so there is no strict standard of scores like other programs, but good English is necessary in any international working environment.

"If your foreign language skills are not good, it will be difficult to pass the selection round because the number of candidates will be very large," he predicted.

Vietnam and Singapore established diplomatic relations on August 1, 1973. Vietnam is the first ASEAN member country with which Singapore has established a Comprehensive Strategic Partnership. Singapore is currently the second largest investment partner in Vietnam with a total accumulated investment capital exceeding 80 billion USD. The two sides have recorded many positive developments in defense - security cooperation, education - training, science - technology, tourism, labor and people-to-people exchange.
