According to records, some households took advantage of the time of administrative unit transfer to encroach on public land, build corrugated iron fences around the area and illegally build houses along the Vach Bac canal - an important area in the local drainage system.
Faced with that situation, the People's Committee of Dong Thanh commune urgently established a Steering Committee headed by the Party Secretary; 1 standing team to directly receive and direct the handling, publicize the hotline number; 2 special working groups with the participation of local officials, commune police, village team leaders, security and order teams of hamlets.
Task forces are assigned to be on duty 24/7 at hot spots to monitor, promptly detect and handle violations, and at the same time, thoroughly prevent cases of re-encroachment. In addition, they are responsible for patrolling and checking to promptly detect and handle cases arising in the entire commune.
According to the commune's statistics, from the beginning of 2025 to now, there have been 27 violations, including 19 cases of land occupation managed by the People's Committee of Do Thanh Commune (old), construction of works on irrigation land of Vach Bac canal; there are 8 cases of new construction, renovation of works on land allocated by the People's Committee of Do Thanh Commune (old), Bac Nghe An Irrigation Company, and land lease for business and service purposes.

Along with control measures, the commune government also focuses on propaganda and mobilization of people to understand the legal regulations on land and construction, thereby raising public awareness. Initial results show positive signs, as 4 households have voluntarily dismantled illegal constructions, with a total area of corrugated iron covering up to hundreds of square meters.
Ms. Phan Thi An - Chairman of Dong Thanh Commune People's Committee said: "We have determined that the work of grasping the situation, detecting early and from a distance to promptly prevent violations; mobilizing the participation of the entire political system to propagate and encourage people to be aware of violations to voluntarily overcome the consequences is key. At the same time, the commune will review the entire current situation to have solutions to strengthen State management, not to let new violations arise in the future."
It is worth noting that during the implementation process, many people have proactively cooperated with the authorities, providing information on new violations. This is evidence of a clear change in people's legal awareness, and at the same time an important foundation to help Dong Thanh commune build a civilized, stable and law-abiding living environment.
According to the report of Dong Thanh Commune People's Committee: From 1993 to 1995, Do Thanh Commune People's Committee (old) allocated land to 168 households, with a road length of 1,762m, the allocated land was the roof of Vach Bac canal. Although the land was allocated for production and business purposes, the Commune People's Committee allocated a large area, some households had up to 34m of roadside space, without specifying a term of use, the Commune People's Committee only collected money once. And in fact, from then until now, there have been over 200 housing projects built encroaching along Vach Bac canal.
