Promote propaganda, consultation and resource creation
Mr. Nguyen Dai Tanh, Deputy Director of the Department of Home Affairs of Tay Ninh province, said that the old Long An province had a population of more than 1.8 million people, a workforce of over 1 million, with the rate of trained workers reaching 76.56%, of which 35% had degrees and certificates. After the arrangement, the new Tay Ninh province has a population of more than 3 million people, the workforce will be higher. This is an abundant human resource, an important condition to promote labor export, solve employment and increase income for people. Implementing the direction of the Provincial People's Committee, the Department of Labor, Invalids and Social Affairs (now the Department of Home Affairs) advised on the issuance of Plan No. 411/KH-UBND, dated February 12, 2025 on the implementation of the Project on Sending Workers to Work Abroad in 2025. Many guiding and directing documents have been issued and deployed throughout the province. At the same time, the province coordinated with the Ministry of Foreign Affairs and the Ministry of Labor, Invalids and Social Affairs (now the Ministry of Home Affairs) to promote the signing of memorandums of understanding with Korea on sending seasonal workers.
Information and propaganda work has been promoted by sectors, localities and media agencies in the province. In the first 6 months of the year, there were 60 news, articles and 18 reports broadcast on newspapers and Tay Ninh Provincial Radio and Television; 260 news and propaganda articles broadcast on district and commune radio systems. In addition, the province coordinated with the Social Policy Bank to propagate preferential loan policies for workers. Consulting and resource creation work was widely deployed. The Department of Home Affairs organized 16 consulting clusters in localities, attracting 933 participants. The Provincial Employment Service Center coordinated to organize 76 consultations with 5,588 participants, including 1,342 demobilized soldiers and more than 2,000 secondary and high school students who accessed information right at school. Long An College also actively cooperates with businesses to organize consulting at high schools with a scale of more than 30,000 students, creating a premise to build a young labor force with an orientation to participate in the labor export program.
With drastic and synchronous solutions, Tay Ninh province aims to strongly improve the results of sending workers to work abroad in the last 6 months of 2025 and the following years, contributing to job creation, improving income and living standards for people, and promoting local socio -economic development.
Support vocational training, foreign languages, preferential loans
In addition to propaganda work, foreign language training and career orientation for workers have also been promoted. Counseling and career orientation programs have been organized for more than 1,100 soldiers and 200 police officers preparing to be discharged. Long An College cooperated with businesses to organize Japanese language classes for 94 workers; currently training 13 interns, of whom 8 have gone to Japan.
Regarding credit policy, the Provincial Social Policy Bank has disbursed more than VND 4.7 billion to support 51 workers to work abroad for a limited period, helping workers reduce financial pressure when participating in the program. Mr. Nguyen Dai Tanh said that by the end of June 2025, the whole province had sent 279 workers to work abroad, mainly to the Japanese market (206 people), Taiwan (30 people) and other countries (43 people). However, this number decreased sharply compared to the same period in 2024 (432 people). The reason was determined to be that the propaganda work in some localities was not extensive, the psychology of workers and their families was still afraid of working far away, afraid of learning foreign languages; the program of sending workers to work abroad was not really diverse, especially not connecting with the seasonal labor program in Korea. In particular, access to preferential loans - especially for special support groups - is still low, due to the one-time disbursement process before departure, and inadequate support for foreign language learning and health check-up costs.
To overcome the shortcomings, the province will continue to vigorously implement propaganda work with many diverse forms, closely coordinating between sectors, associations, and localities. The province will also organize a working group to promote labor in Japan, search for and expand the labor market to Australia and Germany, and connect with localities in Korea to implement seasonal labor programs. In addition, the province will improve the loan support process, promptly connect between the Social Policy Bank and dispatching enterprises, adjust the allocation targets to administrative units at the commune and ward levels, and strengthen coordination with units sending workers to work abroad to promptly connect labor supply and demand.
