Wide-gauge steel imports increase 26 times, Ministry of Industry and Trade requests strict monitoring

(Chinhphu.vn) - The Ministry of Industry and Trade has sent a document to the Customs Department requesting to strengthen supervision and closely inspect the import of HRC steel products with a size larger than 1,880 mm, to avoid inaccurate declarations or law evasion.

In June 2025 alone, the import volume of hot-rolled wide-gauge steel reached 215,000 tons, an increase of 26 times compared to the same period in 2024.

According to Customs data for the first 6 months of 2025, the import volume of hot-rolled coil (HRC) from China with wide width (1,880 mm or more) increased sharply. In June 2025 alone, the import volume of this item reached 215,000 tons, an increase of 26 times compared to the same period in 2024 (8,000 tons).

In June alone, imports of wide-gauge steel increased 26 times.

In the first 6 months of 2025, the cumulative import volume of hot-rolled steel with a width of 1,880mm or more from China to Vietnam reached nearly 650,000 tons, 15 times higher than the first 6 months of last year. Of which, 2,000mm wide steel accounted for 74% of the import volume in the first 6 months of the year.

On February 21, 2025, the Ministry of Industry and Trade officially imposed temporary anti-dumping duties on some hot-rolled steel products from China and India, provided that the goods had a width of no more than 1,880 mm. Immediately after that, the market recorded a strong shift to importing HRC steel with a width of 1,900 mm to 2,000 mm, which means that it exceeded the tax threshold just enough to avoid being adjusted, but still maintained the same nature, purpose of use and distribution channel.

According to the Trade Remedies Authority (Ministry of Industry and Trade), the amount of wide-gauge steel imported from China has been increasing sharply recently. This type of goods is not subject to investigation and anti-dumping tax according to Decision 460/QD-BCT issued in February 2025.

The agency also recognized that the import of wide-gauge goods had a small difference compared to the goods under investigation, and was not significantly different in nature from the steel subject to tax in terms of technical characteristics, intended use, and distribution channels, and that this behavior violated Articles 73 and 78 of Decree 10/2018/ND-CP as well as the provisions of Decree 86/2025/ND-CP on acts of evading trade defense measures.

Currently, the Ministry of Industry and Trade has sent a document to the Customs Department requesting to strengthen supervision and closely inspect the import of HRC steel products with a size larger than 1,880 mm, to avoid inaccurate declarations or law evasion.

Steel industry experts say that if calculated based on the anti-dumping tax rate on Chinese hot-rolled steel currently applied (27.83%), the imported output of HRC with a width of 1900mm or more in the past 6 months has caused a huge loss to the state budget, estimated at about 90 million USD, equivalent to 2,300 billion VND.

Tax evasion not only nullifies the effectiveness of anti-dumping tax policies but also creates a distorted and unfair competitive environment, potentially posing a risk of systematic trade fraud, directly affecting domestic manufacturing enterprises and causing great losses to the state budget.
