Implementing Resolution No. 21-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on population work in the new situation, Thanh Hoa province has concretized its leadership and direction by issuing Plan No. 105-KH/TU dated August 8, 2018 of the Provincial Party Committee on the Action Plan to implement Resolution No. 21-NQ/TW and Directive No. 24-CT/TU dated February 20, 2020 of the Provincial Party Standing Committee on strengthening the leadership of Party committees at all levels in population and development work in the province in the new situation. Along with that, the Provincial People's Committee has issued specific implementation documents.

Thanh Hoa is in the “golden population structure” period. From 2017 to now, the proportion of the working-age population has fluctuated between 67% and 68%. In addition to the achieved results, population work still faces many challenges, namely the gender imbalance ratio at birth is among the highest in the country (113.1 boys/100 girls/year 2024), and the ideology of favoring boys over girls still exists. Head of the Provincial Population Department Bui Hong Thuy said that in Thanh Hoa, in recent years, the awareness of cadres, party members and people of all ethnic groups in the province about population policy has been significantly improved. Improving population quality in this period is identified as a key task and has been focused on and implemented by all levels and sectors; the population size is gradually stabilizing and under control; population quality is gradually improving, issues related to children, women, adolescents, youth and the elderly are receiving attention and focus. On the occasion of World Population Day (July 11), the Department of Population has developed a plan to implement communication activities in response to the theme: "Reproductive self-determination in a changing world" such as: organizing a conference to disseminate the theme of World Population Day, the Party's guidelines and policies, the State's laws on population work in the new situation, thematic activities, hanging banners, slogans to disseminate population and development... Thereby, aiming to raise awareness of the role, rights and responsibilities in reproductive issues and the responsibility of the whole society on the role and importance of population work - family planning for rapid and sustainable development.
