The Party Committee of Hong Duc University currently has 1,025 party members (with 657 official party members, 368 probationary party members, as of May 2025), of which 501 party members are cadres and lecturers; 524 party members are students, organized in 24 affiliated and affiliated party cells. Immediately after the 5th Congress, the Party Committee focused on innovation, improving leadership capacity, ensuring comprehensive and effective leadership of the Party over all activities of the school. In particular, the focus is on improving the quality of training, scientific research, innovation and building a team of lecturers with sufficient quantity, ensuring quality, meeting the requirements of comprehensive innovationin education , training and building a clean and strong Party Committee.
From the viewpoint, goals and leadership, the Party Committee of Hong Duc University has created important marks in the 2020-2025 term. Notably, it has led the expansion of scale, diversification of training forms and levels at all levels to meet the human resource development requirements of Thanh Hoa province and the whole country. During the term, the school has autonomously opened 3 new doctoral majors, 2 master's training majors, 15 university training majors; and was permitted by the Ministry of Education and Training to open 3 university training majors. In particular, in 2023, Hong Duc Primary, Secondary and High School was established, making the school a training institution with full levels of education from preschool education to postgraduate training. Every year, enrollment work always reaches over 90% of the planned target; learning results, good and excellent graduation rates account for over 70%; The employment rate of students after 1 year of graduation is over 90%, of which over 85% of students have jobs in their major. Over the past 5 years, the school has trained 15,253 graduates, including 11 PhDs, 1,703 masters, 13,054 university graduates and 485 college graduates (including 25 masters and 197 university graduates who are international students from the Lao PDR). This result has contributed positively to the training of human resources to serve the socio-economic development of the province and localities in the country as well as the Lao PDR.
Along with training activities, under the leadership of the Party Committee, scientific, technological and innovative activities have been continuously promoted in both depth and breadth, bringing about outstanding results. Evidence shows that during the term, the school had 48 newly approved national, ministerial and provincial scientific topics. The quality of research, application and transfer of science and technology has been constantly improved, many products have been registered for intellectual property; the school's lecturers have published 1,648 scientific articles, of which 345 (20.9%) are in prestigious international journals (WoS, Scopus). The school's Science Journal is licensed for electronic publishing and is scored by the State Council of Professors. The results achieved in scientific and technological activities have affirmed the school's brand and reputation in the social community; directly improve the capacity of the teaching staff, management capacity, operation and efficiency of school activities. Thereby, contributing to improving the quality of human resources trained at the school, practically serving the socio-economic development of the province and the country.
Along with training and scientific research, to create a solid foundation for sustainable development, the Party Committee led the school council to issue many important resolutions on the school's development strategy and plan; regulations on organization and operation, financial regulations, democratic regulations at the school level and many other important contents. Along with that, the Party Committee focused on leading the completion of the organizational structure towards streamlining, efficiency, effectiveness and efficiency. During the term, the school twice streamlined the structure, merged 14 units and established 2 new units. The staff and lecturers continued to be focused on building and had strong development in both quantity and quality. Currently, the school has 29 associate professors, 192 doctors; the rate of associate professors is 6.9%, doctors is 46%. This is a favorable condition for the school to expand and improve the quality of vocational training, contributing to affirming the reputation and position of the school in the system of domestic universities.

Facilities and equipment for teaching, learning and scientific research have also been invested in and upgraded in a synchronous and modern direction; financial management is public and transparent, revenue sources are diversified, and the level of financial autonomy is gradually improved. The work of ensuring educational quality and quality assessment marks a new step of development. The school has been recognized as meeting the standards of university education quality assessment cycle 2 (2022), 100% of training programs are self-assessed and 21 training programs are quality-assessed. Management, education, start-up support and learner support are implemented comprehensively, synchronously and effectively; improving the quality of training, life skills and employability of students. During the term, the school has established the Center for Supporting Innovative Start-ups; introducing the subject of Innovative Start-ups into the teaching of all training programs. With this result, the school was honored to receive a Certificate of Merit from the Minister of Education and Training for its positive contributions in supporting students to start businesses.
In the field of communication and digital transformation, the Party Committee has directed strongly, synchronously and effectively implemented many solutions, contributing to modernizing the management model, innovating teaching methods, and improving the digital experience for users. In recent years, the school has been gradually transforming from a traditional model to operating in a digital space, perfecting the mechanism to encourage innovation, and promoting modern management methods. Currently, nearly 100% of staff, lecturers, and students are fully aware of the role of digital technology and proactively apply it in work, teaching, and learning, such as registering for courses and paying tuition fees without using cash, which have been maintained effectively, especially during the COVID-19 pandemic. In particular, Hong Duc University is one of the first institutions to introduce digital technology courses into all of the school's training programs.
In the work of Party building, the Party Committee has also proposed many solutions to improve the quality, leadership capacity, and fighting strength of grassroots Party organizations, directing innovation, and improving the quality of propaganda, political and ideological education. Effectively implementing Directive No. 05-CT/TW of the Politburo on "Promoting the study and following of Ho Chi Minh's thought, morality, and lifestyle" in conjunction with implementing Resolution of the 4th Central Committee (12th tenure) on "Strengthening Party building and rectification; preventing and repelling the degradation of political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party". At the same time, paying attention to doing a good job of training and creating sources for Party members to develop. In the past 5 years, the school's Party Committee has admitted 540 new Party members. The Party Committee has coordinated to organize 7 Party awareness training classes for 2,022 outstanding people (including 1,967 students) and trained 410 new Party members...
The 2020-2025 term is a period with many special marks, marking the remarkable development of Hong Duc University under the comprehensive and synchronous leadership of the Party Committee in a difficult and challenging context. The achievements not only affirm the leadership role of the Party Committee but also demonstrate the correct strategy in building and developing the school to realize the requirements set out in Conclusion No. 935-KL/TU, dated September 5, 2022 of the Standing Committee of the Thanh Hoa Provincial Party Committee on "Building and developing Hong Duc University to 2030, with a vision to 2045" and Decision No. 3169/QD-UBND, dated September 22, 2022 of the Thanh Hoa Provincial People's Committee promulgating the Project "Building and developing Hong Duc University to 2030, with a vision to 2045".
Entering the 2025-2030 term with new opportunities and challenges in the cause of education and training innovation of the Party and State; promoting the tradition of solidarity, pioneering role, exemplary role, sense of responsibility and creativity of the staff, party members, lecturers and workers in the whole school, the Party Committee of Hong Duc University determined to continue to improve the leadership capacity and fighting strength of the Party Committee, determined to successfully implement the Resolution of the 6th Party Congress, building the school to become a leading center for human resource training, scientific research and innovation in the North Central region, on par with prestigious universities in the country, with a worthy position in the Vietnamese university education system.
