On July 1, 168 new wards and communes in Ho Chi Minh City officially operated under the two-tier government model, marking an important step in administrative reform. In the morning, administrative activities took place smoothly, people and businesses carried out procedures quickly, saving time. In particular, Thu Duc ward became a bright spot in Ho Chi Minh City (new) when it boldly applied modern technology, that is, bringing robots to support people in carrying out administrative procedures.

Bringing robots into administrative service

At the Thu Duc Ward Public Administration Service Center, the working atmosphere is professional and synchronous. The reception space is designed to be modern, spacious and friendly to the people. Notably, people are delighted to be guided and supported by robots - smart devices capable of offering water, guiding processes, looking up administrative procedures and supporting movement right at the center.

In addition to robots, Thu Duc Ward also equipped two legal document lookup machines for people to find information themselves. For those who are not familiar with electronic operations, officers and employees are ready to guide them step by step. The ward has arranged 10 document reception counters, including a separate counter for the disadvantaged. Each counter has a computer for people to fill out their own documents, get a number, and choose a counter. From scanning documents, entering data to submitting results, all have staff to support promptly.

In addition, a notable new point is that the two-level government is no longer limited by administrative boundaries. People in other wards can submit their applications at Thu Duc ward, helping to save time and effort for people and businesses when needed.

Mr. Mai Huu Quyet, Secretary of the Thu Duc Ward Party Committee, said that Thu Duc Ward was established on the basis of merging Binh Tho, Linh Chieu, Truong Tho wards and part of Linh Dong, Linh Tay, with an area of ​​over 8.8km² and a population of over 120,000 people. "The establishment of Thu Duc Ward places great demands on responsibility and innovation. The public administration center is designed to be modern, friendly, and apply digital technology so that people can be served quickly, save time, and avoid trouble. At the same time, digital technology also helps leaders effectively monitor the activities of the People's Council and People's Committee and ensure no interruption in serving people and businesses," Mr. Quyet emphasized.

Sharing her feelings after a morning of administrative procedures, Phan Thi My Duyen, a student at Ho Chi Minh City University of Technical Education, said: "I came here to carry out procedures related to civil servant documents sent to the school. At first, I thought I would have to wait quite a long time, but everything went faster and smoother than expected. What surprised me the most was the appearance of a robot to assist with instructions. People just need to touch the screen to select the type of procedure needed, then follow the detailed instructions. The whole process only took a few minutes, was very convenient and made me feel comfortable and satisfied."

According to the Ho Chi Minh City People's Committee, to prepare for the historic event of July 1, 2025, the official operation date of the 2-level local government model, Ho Chi Minh City has conducted two trial operations. On June 12, Ho Chi Minh City first conducted a trial operation of the 2-level local government model in 102 wards and communes. Then, on June 22, the City tested shared digital platforms. After these two times, many experiences were drawn from and problems or issues that arose were resolved. On June 25, Ho Chi Minh City simultaneously deployed a trial operation of digital platforms in 168 wards, communes, and special economic zones. The results showed that the system of shared software was smooth enough to serve the official operation.

People agree, officials are determined

Not only Thu Duc, the first day of operating the new model in other wards also recorded an urgent and determined working atmosphere. According to Mr. Bui Truong Giang, Deputy Director of the Saigon Ward Public Administration Service Center, although there was confusion due to the transfer of some authority from the district level to the ward level, the staff had been well trained and were ready to adapt. Currently, some procedures may be slower because the staff are still getting used to it, but the general spirit is to quickly adjust and complete. All staff hope to receive comments from people and businesses to further improve public administrative services.

According to Mr. Bui Truong Giang, Sai Gon Ward has also applied information technology early in processing documents. Thanks to the support from the Ho Chi Minh City Digital Transformation Center, the ward has arranged 2 specialists on duty 24/7 to support receiving documents online and in person. Therefore, people should take advantage of digitalization to limit travel. That helps save time for people and reduce the burden on the processing department.

In Binh Tan Ward, Mr. Tran Duc Minh, Vice Chairman of Binh Tan Ward People's Committee, said that the staff arrived very early on the first day of implementation, demonstrating a high sense of responsibility. The implementation of the two-level government model has helped to bridge the gap between staff and people, solving work faster and more effectively. Hopefully, in the near future, everything will go more smoothly so that staff can complete their tasks well and people can feel secure, saving time and money... when doing public administrative procedures.

After a morning of implementing the two-level government, in Xuan Hoa ward, the ward was established on the basis of merging the entire Vo Thi Sau ward and the remaining part of ward 4, also operating the Public Administration Center smoothly. With nearly 50,000 people, the ward leaders identified this as a key task.

Secretary of the Xuan Hoa Ward Party Committee, Ms. Nguyen Thanh Xuan said: "The Public Administration Service Center is the place that directly contacts the people, and is the face of the government. Therefore, officials must be clearly aware of their responsibilities and not allow service interruptions due to organizational arrangements."

Similarly, after the first morning of implementing the two-level government model in Vung Tau ward, Mr. Nguyen Tan Ban, Secretary of Vung Tau ward, said that preparations had been carefully carried out many days in advance to ensure smooth operation.

“Although there are some initial difficulties related to facilities, we will overcome them in the next few days. For the staff, the ward requires the spirit of serving the people to be quick and effective, absolutely not allowing congestion to occur. If people encounter difficulties when completing procedures, they can directly contact the administrative staff for timely support and guidance,” Mr. Ban emphasized.

The new Ho Chi Minh City has an area of ​​over 6,772 km² with a population of over 14 million people; there are 168 commune-level administrative units, including: 113 wards, 54 communes and Con Dao special zone. In terms of area, Ho Chi Minh City only has 3 communes with the largest areas, including: Phu Giao Commune (area of ​​192.83 km2, reaching more than 642% of the area target), Dau Tieng Commune (area of ​​182.68 km2, reaching more than 608% of the area target) and Long Hoa Commune (area of ​​166.76 km2, reaching more than 555% of the area target).
