Will pay full benefits due to organizational arrangement

As of June 30, the State Treasury has paid out policies and regimes due to organizational restructuring, with an amount of about 29.8 trillion VND.

At the regular press conference for the second quarter of 2025 held by the Ministry of Finance on the afternoon of July 2, answering questions from the press regarding the payment of benefits for civil servants who quit their jobs due to restructuring of the apparatus, Deputy Director of the State Budget Department (Ministry of Finance) Duong Tien Dung said that, based on Decree No. 178/2024/ND-CP of the Government, the Ministry of Finance has issued Circular No. 07/2025/TT-BTC and Circular No. 34/2025/TT-BTC guiding the determination of funding sources and the preparation of estimates, management, use and settlement of funds for implementing policies and benefits for cadres, civil servants, public employees, workers and armed forces in restructuring the apparatus.

For localities, proactively use local salary reform funds to pay for policies and regimes for beneficiaries; in case of shortage, report to the Ministry of Finance to submit to the Government and Prime Minister for consideration of supplement from the central budget.

“Up to now, based on the synthesis of reports from ministries, central agencies and localities with requests, the Ministry of Finance has compiled and submitted to the Government and the Prime Minister for consideration and handling, supplementing from the central budget 61,461 billion VND to pay for the subjects; of which, 31 ministries and central agencies are 52,308 billion VND, 22 localities are supported with 9,153 billion VND”, Mr. Duong Tien Dung informed.

According to the disbursement results at the State Treasury, as of June 30, about 29.8 trillion VND had been paid for policies and regimes; of which 7.6 trillion VND was for officials working at central agencies and about 22.2 trillion VND was for officials at local levels.

The number of beneficiaries who have been paid is about 27,900 people; of which 7,000 people work at central agencies and 20,900 people work at localities.

The number of beneficiaries receiving benefits changes daily depending on decisions on leave, time of leave and payment costs.

Also related to this issue, Deputy Minister of Finance Nguyen Duc Chi affirmed that the funding source to resolve the regime and policies for cadres, civil servants, public employees, and workers in the implementation of organizational restructuring is fully arranged.
