Accordingly, on the occasion of the 80th anniversary of the August Revolution and National Day September 2, in addition to the gift-giving policy for people with revolutionary contributions, the Party and State have decided to give gifts to all citizens as a token of gratitude and to share the joy of the great holiday.
Based on Resolution No. 263/NQ-CP dated August 29, 2025 of the Government on giving gifts to citizens, the Ministry of Finance has coordinated with the Ministry of Public Security to issue a document to the People's Committees of provinces/cities under the Central Government guiding the process, procedures and forms for citizens to receive gifts.

Regarding the recipients of the gifts, all Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but have been granted a certificate of identity, are residing in Vietnam and have had their personal identification numbers collected, updated, and issued in the National Population Database, established by the end of August 30, 2025.
The gift amount is 100,000 VND/person, in cash.
Regarding the form of gift giving, gift giving to citizens is done by household. The head of household (or a family member legally authorized by the head of household) will receive and deliver the gifts to the members of the household on behalf of the citizen. In case the citizen does not have a permanent residence, the gift will be given directly to each citizen or to the person authorized by the citizen.
Citizens can receive gifts in one of two forms.
The first form is to transfer money through the social security account integrated on the electronic identification application (VNeID).
The second form is to receive cash directly at the payment point organized by the locality in case the citizen has not integrated a social security account on VNeID.
The Commune People's Committee decides on the gift-giving location in accordance with actual conditions, prioritizing a location convenient for citizens. Citizens come to the gift-giving location organized by the Commune People's Committee at their permanent residence, temporary residence, or current residence to receive gifts. When receiving gifts, citizens must present their citizen identification card or legal documents as prescribed by law. In case of receiving on behalf of a minor, a valid power of attorney or birth certificate is required.
Regarding the time to receive gifts, it starts from August 30, 2025 and is completed before September 2, 2025. In case of objective reasons, citizens can receive gifts after this deadline, but no later than September 15, 2025.
Regarding the funding source for implementation, it is arranged in the central budget expenditure estimate for 2025 and the Ministry of Finance has transferred full funding to localities to implement gift giving to citizens according to regulations.
