How can people who have not integrated a VNeID account receive a gift of 100,000 VND?

(Dan Tri) - Gift giving is done through social security accounts on VNeID in cases where an account has been integrated or directly in cash in cases where there is no local account.

Details on how to give 100,000 VND to people

On August 29, the Government issued Resolution No. 263 on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.

The resolution clearly states that 100,000 VND/person in cash will be given to Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but who have been granted an identity card and are residing in Vietnam and have been collected, updated, and given a personal identification number in the National Population Database, established by the end of August 30.

Specifically, the form of gift giving is a one-time gift according to the permanent household, the amount of money for each household is determined for each person in the household according to the national population data. The head of the household or a family member legally authorized by the head of the household is entitled to receive on behalf of each person according to the list and is responsible for delivering the gift to the members of the household.

In case a citizen does not have a permanent residence, the gift will be given directly to each citizen or to a person authorized by the citizen.

Gift giving is done through social security accounts on the Electronic Identification Application - VNeID in cases where an account has been integrated or directly in cash in cases where there is no account at the payment point organized by the locality, ensuring timeliness, safety and efficiency.

Payment period is from August 31 to September 1. In case of objective reasons, the gift can be received after this period, but no later than September 15.

The Resolution also stated that the targeted supplement from the central budget expenditure estimate for 2025 has been decided by the National Assembly but has not yet allocated in detail to the budgets of provinces and cities more than 10,700 billion VND to carry out gift giving to people according to population data provided by the Ministry of Public Security .

The Government assigned the Ministry of Public Security to extract the list of citizens in the National Population Database at 24:00 on August 30, detailed by province, city and commune as a basis for gift giving.

The Ministry of Public Security also needs to propagate and guide people to integrate social security accounts and open bank accounts on VNeID.

The Public Security Department coordinates with the People's Committees at all levels in the locality, especially the People's Committees at the commune level, to give gifts to people in a timely manner, ensuring the right recipients, safety, and no duplication. In addition, coordinate with the Ministry of Finance to issue documents guiding provinces and cities to give gifts to people.

The Ministry of Finance ensures the balance of the central budget to implement the policy of giving gifts to the people; submits to the Prime Minister for issuance of a decision on targeted supplementation from the central budget to the budgets of provinces and cities to give gifts to the people; presides over and coordinates with the Ministry of Public Security to issue documents guiding provinces and cities in giving gifts to the people.

Ensure payment system, cash to pay people

The State Bank of Vietnam ensures the payment system and cash supply for the State Treasury to pay people during the gift-giving period; directs commercial banks, especially commercial banks where the State Treasury opens accounts; coordinates with local authorities and the State Treasury to make timely payments to people.

The People's Committees of provinces and cities shall direct the Department of Finance to ensure adequate resources, including targeted additional central budget and local budget to carry out gift giving to people in the province or city. In addition, allocate and supplement targeted funds from the provincial budget to commune budgets to fund gift giving to people according to the list of citizens in the National Population Database provided by the police agency.

The People's Committees of provinces and cities direct the People's Committees at the commune level to preside over and coordinate with the Police and functional agencies of the province and city to organize the giving of gifts to people according to regulations, ensuring that they are sufficient, appropriate, and timely.

In organizing the gift giving to the people, in case the additional targeted funding from the central budget is not fully used, the locality must return it to the central budget. In case of lack of resources, the locality shall proactively use the local budget or other legal sources to give enough gifts to the people, then report to the Ministry of Finance to receive additional funding from the central budget.

Previously, Prime Minister Pham Minh Chinh sent a telegram to relevant units regarding the policy of giving gifts to Vietnamese citizens, each person 100,000 VND.

To implement the Politburo's direction, the Prime Minister assigned the Ministry of Finance, the State Bank, the Ministry of Public Security and the People's Committees of provinces and centrally-run cities, according to their assigned functions and tasks, based on the Politburo's direction; to immediately review the list of people eligible to receive gifts and transfer them to people by bank transfer or directly before September 2.
