On the evening of August 28, Prime Minister Pham Minh Chinh sent a telegram to units stating that the Politburo had agreed on the policy of giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2. The gift level is 100,000 VND/person.
The recipients of the gifts are Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but have been granted an identity card, are residing in Vietnam and have had their personal identification numbers collected, updated, and issued in the National Population Database, established by the end of August 30.
In case there is no bank account integrated with social security on VNeID, people can receive cash directly at payment points organized by the locality.
The Public Security Agency coordinates with the People's Committees at all levels in localities, especially the People's Committees at the commune level, to give gifts to people in a timely manner, ensuring the right recipients, safety, and no duplication; coordinates with the Ministry of Finance to issue documents guiding provinces and cities to give gifts to people.
The Commune People's Committee decides on the gift-giving location in accordance with actual conditions, prioritizing locations convenient for citizens. People come to the gift-giving location organized by the Commune People's Committee at their permanent residence, temporary residence, or current residence to receive gifts.
Payment period is from August 31 to September 1. In case of objective reasons, the gift can be received after this period, but no later than September 15.

In organizing the implementation of gift giving to the people, in case the additional targeted funding from the central budget is not fully used, the locality must return it to the central budget.
In case of lack of resources, localities shall proactively use local budgets or other legal sources to provide enough gifts to people, then report to the Ministry of Finance to receive additional funding from the central budget.
Previously, the Hanoi People's Committee issued a decision on targeted supplementation to the commune and ward budgets this year to implement gift giving to people.
This move by Hanoi took place after the Prime Minister issued Official Dispatch No. 149 on each citizen receiving 100,000 VND on the occasion of National Day. The total cost of implementation in Hanoi is more than 858 billion VND from the central budget.
Hanoi requires the People's Committees of communes and wards to make timely payments to the right beneficiaries, ensuring the meaning of gratitude, connecting the community, and bringing joy to each family on the important national holiday.
The form of gift giving is a one-time gift per permanent household, the amount of money for each household is determined for each person in the household according to national population data.
The head of household or a family member legally authorized by the head of household is entitled to receive the gifts on their behalf according to the list of each person and is responsible for delivering the gifts to the members of the household.
In case a citizen does not have a permanent residence, the gift will be given directly to each citizen or to a person authorized by the citizen.
