Spend at least 20% of total budget on education

(Dan Tri) - Resolution 71 of the Politburo emphasizes that state budget spending on education and training must reach at least 20% of total state budget spending.

Resolution 71 of the Politburo on breakthroughs in education and training development requires strong institutional innovation, creating unique and outstanding mechanisms and policies for education and training development.

The resolution emphasizes that state budget expenditure for education and training must reach at least 20% of total state budget expenditure. Of which, investment expenditure must reach at least 5% of total state budget expenditure and expenditure for higher education must reach at least 3% of total state budget expenditure.

Agree on the policy of building and implementing the new National Target Program on modernization and improving the quality of education and training for the period 2026 - 2035; prioritize investment in higher education.

Expand financial support policies and preferential credit for learners, not allowing any student to drop out of school due to financial conditions. Develop and implement a talent training project, prioritizing basic science , engineering and technology.

Establish a National Scholarship Fund and effectively promote other funds for encouraging talents and learning from the state budget and other legal sources to encourage learning and develop the education career.

The resolution sets out the need to raise standards of educational facilities at all levels, stipulate minimum areas, standards, and criteria to gradually approach regional and international standards.

Prioritize clean land funds, allow flexible conversion of land use purposes to educational land; focus on site clearance, allocate clean land for educational and training projects. Do not collect land use fees, reduce land rent and land tax for domestic educational institutions.

Corporate income tax is not applicable to public educational institutions and private educational institutions operating on a non-profit basis.

Prioritize the allocation of surplus state agency headquarters after reorganization to educational institutions; allow the application of the form of leasing state-owned facilities to private educational institutions.

Develop strong enough mechanisms and policies to encourage organizations and enterprises to invest in education and training development; promote public-private partnership; expand cooperation and linkages between universities, vocational training institutions, research institutions, organizations and enterprises at home and abroad; prioritize credit capital for education and training development projects.

Develop a legal framework to form a funding fund for educational institutions to mobilize community capital.

Previously, according to a report from the Ministry of Education and Training, in the 2013-2024 period, the proportion of state budget expenditure on education has not reached the minimum level of 20%. Of which, regular expenditure accounts for 83.4%, while investment expenditure accounts for only 17.6%, not meeting the requirements for renovation, upgrading and new investment.

In particular, Vietnam's budget for higher education is still low. According to the Ministry of Finance, the budget for higher education in Vietnam in 2020 accounted for only 0.27% of GDP, much lower than other countries in the region and the world.

According to the World Bank's recommendations, Vietnam needs to increase its investment in higher education by about 0.8-1% of GDP by 2030.
