HCMC: Schools have not yet implemented tuition collection for the 2025-2026 school year

On August 30, the Department of Education and Training of Ho Chi Minh City issued a document guiding the collection of tuition fees and other fees; implementing the policy of exemption, reduction, and support of tuition fees and study expenses for the 2025-2026 school year at public educational institutions in Ho Chi Minh City.

Regarding tuition fees at preschool, general education , and continuing education institutions, the National Assembly has issued Resolution 217/2025 on tuition exemption and support for children, students, and learners of general education programs in educational institutions within the national education system, effective from June 26, 2025, applicable from the 2025-2026 school year.

While waiting for the Government to issue a Decree replacing Decree No. 81/2021 and Decree No. 97/2023, the Department of Education and Training of Ho Chi Minh City requests that schools temporarily not collect tuition fees until the Ho Chi Minh City People's Council issues a Resolution regulating tuition fees and tuition support for children, students, and learners of general education programs in public educational institutions in the 2025-2026 school year.

For tuition fees at vocational training institutions, units will collect tuition fees for the 2025-2026 school year similar to previous school years.

Regarding service fees and support for educational activities in schools, the facilities shall comply with the provisions of Article 2 of Resolution No. 18/2025. Accordingly, the collection level is the maximum collection level. Based on the actual situation and needs of students, educational facilities shall agree with parents on a specific collection level but not exceeding the level prescribed in this Resolution and not be 15% higher than the collection level implemented in the 2024-2025 school year.

The contents and collection levels must inherit the implementation from the previous school year. In case the school organizes to provide additional services, these collections must be surveyed and consulted with parents before implementation.

The Department of Education and Training of Ho Chi Minh City reminds units to correctly name the fees.

Correctly distinguish between the revenue from "After-hours care and nurturing services" for care services before and after school hours and the revenue from "After-hours care and nurturing services" for care services during holidays, excluding public holidays.

Regarding air conditioner rental, the rental must have the consent of the student's parents and be carried out in accordance with the provisions of law.

The Department of Education and Training of Ho Chi Minh City requires the collection level to be commensurate with the quality of education and training services.

Other service fees for individual students such as uniforms, school supplies, and boarding meals must be agreed upon between the school owner and the student's parents.

The fee level must be appropriate to the locality. If there is an increase compared to the previous year, it must be explained, made public and agreed upon with the parents.

In particular, schools do not collect multiple fees at the same time, and should pay attention to the time for collecting fees.

The Department of Education and Training also requires units to diversify payment channels, not to create advantages for any bank or payment intermediary; create all conditions for parents to have many options and convenience in paying tuition fees and other fees; prioritize choosing payment service providers with the lowest fees or no fees to introduce to parents.
