According to information from Nghe An Hydrometeorological Station, at 4:00 p.m. on June 11, the center of the storm was located at about 16.8 degrees North latitude; 111.9 degrees East longitude, in the Hoang Sa archipelago. The strongest wind near the center of the storm was level 8 (62-74 km/h), gusting to level 10, moving in the West Northwest direction, at a speed of about 15 km/h.

Proactive response measures
According to the report of the Provincial Border Guard Command: Nghe An has 2,850 PT/13,671 workers directly fishing. As of 10:00 a.m. on June 11, 2025: The number of boats anchored at the port is 2,101 vehicles/10,641 workers; operating at sea is 836 vehicles/3,298 workers.
Currently, there are no vessels operating in Hoang Sa; 164 vessels/1,242 workers operating in the Gulf of Tonkin; 668 vessels/2,040 workers operating along the coast of Nghe An province and 4 vessels/16 workers operating outside the province. There are no fishing vessels that cannot be contacted and no fishing vessels operating in dangerous areas. Currently, all vessels operating at sea have received notice of the location and direction of storm No. 1.
Up to now, the two large irrigation reservoirs of Nghe An, Vuc Mau and Song Sao, have been inspected, tested, and have prepared an operation plan according to the process approved by the Provincial People's Committee.
There are currently 23 hydropower reservoirs in operation in the province; of which, 08 reservoirs are operating according to the Inter-reservoir Operation Process on the Ca River Basin (Ban Ve, Khe Bo, Chi Khe, Nam Non, Nam Mo, Ban Ang, Nhan Hac A, Chau Thang, Song Quang, Khe Thoi); the remaining reservoirs operate according to the single-reservoir process.
Up to now, Nghe An has basically finished harvesting the spring rice crop; the whole province has planted more than 19,123 hectares of summer-autumn rice (9,046 hectares of transplanted rice; 9,882 hectares of direct sowing and 195 hectares of upland rice).
Total aquaculture area is 20,783 ha (of which: Freshwater farming area is 18,986 ha; brackish water farming area is 1,797 ha); there are 4,040 cages and rafts (of which freshwater fish cages are 2,200; saltwater and brackish water fish cages are 1,061; and estuarine oyster farming has 779 cages and rafts).

The current concern is that recently, Nghe An has experienced heavy rain causing landslides in some mountainous districts, so if heavy rain continues to occur, the risk of landslides in mountainous areas, midlands, and downstream areas of the dam is very high.
Currently, localities have developed response scenarios. In the 2025 Natural Disaster Response Plan in Nghe An province, the People's Committee of Nghe An province has developed 5 scenarios for evacuating coastal residents to avoid storm surges. Depending on the storm level, localities will organize evacuation according to the scenario.
Currently, localities and relevant sectors are closely monitoring forecast information and developments of storms, rains, and floods, promptly directing and implementing response work according to the "four on-site" motto according to assigned tasks and authorities, avoiding being passive or surprised to ensure safety of life and minimize property damage to people.
Continue to organize inspection, counting, proactively inform and guide vehicles and boats (including fishing boats, transport ships, and tourist boats) still operating at sea to know, not to enter or exit dangerous areas or to return to safe shelters; take measures to ensure the safety of vessels at anchorage areas. Prepare rescue forces and means to promptly handle situations.

At the same time, deploy shock forces to inspect and review residential areas along rivers, streams, dykes, dams, low-lying areas, and areas at high risk of flooding, flash floods, and landslides to proactively organize the relocation and evacuation of people when situations arise; clear the flow, and promptly handle construction incidents from the first hour.
Prepare forces, means, equipment, and necessities according to the "four on-the-spot" motto to be ready to respond to all situations.
Check and proactively take measures to ensure safety of reservoirs and downstream areas; arrange permanent forces ready to operate, regulate and handle situations.
