At the same time, ensure the legitimate rights of health insurance participants and the continuous and smooth medical examination and treatment of health insurance before, during and after the administrative units are organized into two levels (provincial and communal levels). Focus on advising local Party committees and authorities on professional health work, develop health sector indicators for the Party Committee, People's Council, People's Committee and synthesize, report data, and evaluate the health performance of Health Stations and Health Points. Initially overcome difficulties when the existing human resources are not enough to meet the requirements of the tasks in the new situation.
In order for the provincial health system to operate stably, ensure effective and smooth operations, and serve the people in the best way. This demonstrates the determination to comprehensively restructure the grassroots health system, creating synchronization in the implementation of health programs, aiming to improve the effectiveness, efficiency and quality of health care for the people in the new situation. This is considered a strategic step, synchronizing the health system with the new government organization model.
Quang Lam commune was established on the basis of merging 2 communes: Quang Lam commune and Thach Lam commune. In the beginning after the merger, the Health Stations of the 2 old communes still maintained their operations according to the previous model and location. At Quang Lam Commune Health Station, people coming to see a doctor here are all welcomed, guided and examined enthusiastically and thoughtfully by doctors and nurses. According to the statistical report of Quang Lam Commune Health Station, since the beginning of the year, has examined and treated over 3,000 people, reaching over 86.8% of the yearly plan. On average, it examines and treats 375 patients/month, including 68 chronic disease records. such as: high blood pressure, diabetes, epilepsy are maintained with regular examination, consultation, and medication.

Hung Dao commune was established on the basis of arranging the entire natural area and population of Hung Dao, Hung Thinh and Kim Cuc communes. Currently, the commune health station is located in Hung Dao commune (old) and 02 health points include: Hung Thinh health point located at the headquarters of Hung Thinh commune health station (old), Kim Cuc health point located at the headquarters of Kim Cuc commune health station (old). After nearly 2 months of implementing health activities in the 2-level local government model, currently professional activities such as disease prevention and control, vaccination, medical examination and treatment and other activities are still operating normally. People are examined and receive health insurance drugs at the health station and 2 health points located in 2 old communes after the merger, creating convenience in accessing health services. Since the beginning of the year, Hung Dao Commune Health Station has examined and treated over 5,800 people, reaching 70.4% of the yearly plan (of which Hung Thinh Health Station examined and treated over 1,900 people, reaching 74.5% of the plan, Kim Cuc Health Station examined and treated nearly 1,800 patients, reaching 66.8% of the plan); managed and treated 460 chronic outpatients, including 425 patients with high blood pressure, 18 patients with diabetes and 17 patients with epilepsy and schizophrenia.

Maintaining the Health Points after merging administrative units at the commune and ward levels is an important policy of the Ministry of Health and localities, aiming to ensure the goal of serving people in the best way, avoiding disruption in people's access to primary health care services as well as the management of medical examination and treatment of the Health Station, helping to reduce the burden on the upper level.
According to Director of the Department of Health Nong Tuan Phong, the implementation of the arrangement of medical facilities according to the 2-level local government model is not only an administrative reform but also an important step in the thinking of management and provision of public services. The health sector is determined not to interrupt the work of taking care of people's health when implementing the 2-level local government model. Based on the requirements, tasks, specific situations, and job positions , in the coming time, the Department of Health will continue to review, consider, decide, assign, and arrange human resources at affiliated public service units appropriately, ensuring human resources working at commune-level health stations and health points so that the provision of health services is continuous, smooth, and uninterrupted, and people continue to have access to fair and convenient health services. Although there are still many difficulties and challenges in terms of human resources, facilities and management, with the strong direction from the province, the proactiveness and flexibility of the health sector and local authorities, maintaining stability and improving the quality and efficiency of the operations of health stations and health points in communes and wards not only helps people feel secure but also contributes to maintaining the grassroots health system - the frontline in disease prevention and control and health care for the whole population in the new period.
