MSc . Trieu Thanh Son - Deputy Director of the Department of Health , Chairman of the Appraisal Council and members of the Appraisal Council inspected the data connection system on electronic medical records at the Center.
Attending were Dr. Nong Thuy Phuong - Director of Thach An Medical Center - Vice Chairman of the Council; Dr. Au Van Thao - Deputy Director of Ngan Son Medical Center (Thai Nguyen); Dr. Vi The Duy - Deputy Director of Bach Thong Medical Center (Thai Nguyen) as members of the council; representatives of leaders of units: Vietnam Posts and Telecommunications Group ( VNPT ) Cao Bang Branch, Provincial General Hospital, Commune Police, Social Insurance, Hospitals and Medical Centers in the province.
Thach An Medical Center was newly invested and put into operation from February 2025 with a total area of over 2.4 hectares, in Dong Khe commune, with a scale of 100 hospital beds, including 2 functional rooms, 11 specialized departments. The project has a total investment of 168 billion VND, using capital from the Central budget in the Economic - Social Recovery and Development Program and local budget, with the main items: Administrative Building; Central Oxygen Station; Department of Outpatient Examination and Treatment, Department of Emergency - Intensive Care - Anti-Poison; Technical Building; Inpatient Treatment House of the departments; Department of Infection Control; Water and waste treatment area; Methadone treatment area...
At the meeting, the Council reviewed and evaluated the electronic medical record system at the Center according to current legal regulations, including: Circular 54/2017/TT-BYT, Circular 32/2023/TT-BYT, Circular 13/2025/TT-BYT, Circular 16/2024/TT-BTTT and Decree 102/2025/ND-CP. The assessment focused on the following items: Information technology infrastructure; Management and operation software; Hospital information system (HIS); Image archiving and transmission system (PACS); Laboratory information system (LIS); Operational procedures, confidentiality and human resource training.

Ths.BsCKII Nguyen Quynh Anh - Director of Traditional Medicine and Rehabilitation Hospital, Deputy The Chairman of the Appraisal Council spoke and contributed opinions at the appraisal session.
Through the inspection, the Council recognized that Thach An Medical Center has deployed a system of servers, workstations, internal networks and electronic medical record management software that basically meets the criteria of the Ministry of Health. The system allows the creation, updating, signing and storage of complete electronic medical records; has the ability to connect to the national population database and complies with information security regulations.
According to the voting results, 100% of the Council members rated it as “satisfactory but needs improvement and supplementation”. Thach An Medical Center is qualified to deploy electronic medical records to completely replace paper medical records, with the requirement to complete the items before August 30, 2025.

In his concluding remarks, MSc. Trieu Thanh Son - Chairman of the Appraisal Council emphasized: The implementation of electronic medical records at Thach An Medical Center is an important step in the digital transformation process of the health sector, contributing to improving the quality of medical examination and treatment and safe and effective medical information management. The Center needs to urgently overcome the shortcomings to ensure the system operates stably and in sync with the roadmap of the Ministry of Health.
The conference ended in a spirit of high unity, demonstrating the determination of the Cao Bang Provincial Health Department in soon putting electronic medical records into practical application, completely replacing paper records, towards a modern and sustainable digital healthcare system.
