After nearly a month of operating the two-level local government model, with a large, complex and unprecedented workload, Lam Dong province has demonstrated great political determination, outstanding efforts and achieved remarkable results.
In order for the administrative apparatus to operate smoothly, synchronously, and serve the people well, improving the capacity of cadres and civil servants is a very important task.
Improve management capacity
In the current context, the requirement to improve the quality of the team, build cadres and civil servants with good moral qualities and practical skills is inevitable and urgent to effectively and smoothly operate the two-level government in the new situation. In recent times, the Party Committee, the government and the departments and branches of Lam Dong province have paid special attention to training, fostering, improving the professional qualifications and management capacity, practical capacity for the team of cadres and civil servants; along with moral qualities, lifestyle, responsibility for work and attitude towards serving the people.
Reality in Lam Dong shows that the quality of the staff, civil servants and public employees assigned and arranged in 124 communes, wards and special zones after the merger basically ensures professional qualifications and capacity to perform tasks. However, since the two-level local government model officially operated nationwide, the process of implementing the new model has initially encountered some difficulties and obstacles.
At the Lac Duong Commune Public Administration Service Center, the largest commune-level administrative unit in Lam Dong province, more than 82% of the local population are ethnic minorities. After more than half a month of operating the two-level local government, activities have been relatively smooth. However, according to Deputy Director of the Center Pham Hong Thai, the number of new documents is too large, administrative procedures in some areas are not yet complete, causing difficulties in accessing for officials and civil servants; affecting the process of handling administrative procedures for people. With a huge workload and high task requirements, some officials and civil servants are still confused in performing their duties.
This is also the common situation of many public administrative service centers in Lam Dong province. Therefore, improving the quality of the staff and civil servants is a very urgent requirement to carry out the complete transformation from administrative management to people-serving administration, as directed by comrade Nguyen Hoa Binh , Politburo member, Secretary of the Party Central Committee, Permanent Deputy Prime Minister of the Government, at the ceremony announcing the establishment of the province: From July 1, all work under the authority of the two levels (province, commune) must be operated smoothly, without delay, without missing work, while maintaining the image and style of the staff serving the people.
In recent times, Lam Dong provincial leaders have always requested localities to pay attention to coordinating the organization of training courses to improve professional capacity and management and operational skills for communal-level cadres and civil servants.
From July 13 to 26, the Lam Dong Provincial People's Committee organized training conferences on operating the administrative procedure settlement information system according to the new government organization model for officials and civil servants of provincial and commune-level administrative units. Thereby, to guide and help officials and civil servants quickly access and proficiently use the steps and operate the public service system according to the new model. Mr. Cil Ha Nien, a civil servant at the Lac Duong Commune Public Administration Service Center, said: "When participating in the training, I was specifically instructed on the steps and procedures for receiving land registration dossiers for the first time to apply to actual work, thereby helping to settle administrative procedures for people faster."
Building an administration for the people
Since the implementation of the two-level local government, land has been a field with many difficulties and problems. Based on that reality, the provincial Department of Agriculture and Environment organized an online conference with localities on the implementation of the 2024 Land Law and guidance on the implementation of decentralization and delegation of powers according to regulations; along with some contents in the fields of agriculture and environment.
Speaking at the conference, Vice Chairman of the Provincial People's Committee Nguyen Ngoc Phuc said that in the initial phase of implementing the new model, commune-level authorities still encountered difficulties and problems arising in implementing the Land Law and carrying out administrative procedures, such as regulations on the delimitation of authority of two-level local authorities; decentralization and decentralization in the land sector; development of land price lists, planning, and land use plans at the commune level; procedures for granting land use right certificates and ownership of assets attached to land for the first time... Therefore, the province must direct the organization of online conferences to discuss and guide communes, wards, and special zones in the area to ensure smooth, effective, and efficient operation.
According to Director of the Provincial Department of Agriculture and Environment Ton Thien San, the department has assigned the Provincial Land Registration Office to increase the number of officials and employees of the Office to guide and support communes, wards, and special zones for three months, starting from July 22. The Lam Dong Provincial People's Committee has established three working groups, including the departments of Home Affairs (team leader), Agriculture and Environment, Construction, Justice, and Finance to work directly with and support localities in removing obstacles and promptly implementing key tasks.
Director of the Department of Justice of Lam Dong province Pham Thi Tra My said that on July 23, the unit coordinated with the Department of Justice of Khanh Hoa province to organize training in skills and expertise in the judicial field for provincial and communal officials and civil servants to promptly implement legal documents on the organization of two-level local governments; decentralization, delegation of authority and assignment of authority. At the same time, it provided guidance and resolved difficulties in the implementation process, ensuring unified and effective operations.
The Department of Justice has established the “Lam Dong Justice” group, with the participation of all civil status-judicial officials of 124 communes, wards, and special zones in the province, together with the leaders of the department and specialized departments to monitor, grasp the situation and promptly resolve problems. In particular, there is a three-way interaction: Civil status-judicial officials at the commune level - the Department of Justice and the Department of Justice in coordination with the Ministry of Justice to resolve difficulties and problems arising during the implementation process.
Training conferences are held both in person and online to all communes, wards and special zones. Thereby, helping cadres and civil servants from the province to the grassroots level to be equipped with more knowledge, skills and approaches appropriate to the newly assigned tasks and authorities; gradually improving the administrative system to serve the people.
