In early January 2025, the People's Committee of Thanh Hoa province issued a Plan for site clearance to implement investment projects using land in the province in 2025. According to the plan, this year the province will carry out site clearance for 686 projects, with a total area to be cleared of 2,590.719 hectares. Of which, there are 529 public investment projects with an area to be cleared of 1,484.934 hectares and 157 investment projects of enterprises with an area of 1,105.785 hectares.

To ensure the progress of site clearance, the Provincial People's Committee requires eligible projects to have the People's Committees of districts, towns and cities sign a commitment on site clearance progress with investors, clearly defining the responsibilities of the parties regarding progress, funding and coordination. The goal is to complete site clearance for 100% of projects within the plan and strive to complete site clearance for unplanned projects that require implementation in 2025.

Regarding the area allocation, Nhu Xuan district has the largest number of projects with 58 projects, the total area requiring site clearance is 840.176 hectares. Next is Nghi Son town with 56 projects, area of 256.68 hectares and Hau Loc district with 55 projects, area of 107.416 hectares.

To effectively carry out the work of site clearance, the Provincial People's Committee assigns specific tasks to departments and branches. In particular, the Department of Natural Resources and Environment takes the lead in advising on land mechanisms and policies related to site clearance compensation. The Department of Finance guides the resolution of difficulties in compensation and resettlement support funds. The Department of Construction advises on mechanisms and policies related to compensation for assets, works, architectural works, etc.

The People's Committees of districts, towns and cities are assigned to review projects, organize work with investors, establish compensation councils and implement site clearance work according to regulations. In particular, localities must actively mobilize and persuade people to hand over the land and resolutely enforce land recovery for cases of non-compliance after the policy has been fully resolved.

Units and localities should step up propaganda work so that people can agree on implementing the Party's policies and the State's laws on land acquisition and compensation.

Localities must periodically report before the 15th of each month on progress, implementation results and recommendations and proposals to the Provincial People's Committee and the Department of Natural Resources and Environment for synthesis and consultation.
