The US continues to spend huge amounts of military aid on Kiev, declaring that North Korean troops are legitimate targets if they fight in Ukraine.

The White House National Security Council said on October 23 that the administration of US President Joe Biden is working to provide $10 billion in military aid to Ukraine.

This is part of a $20 billion commitment to Kiev under a $50 billion loan coordinated with the Group of Seven (G7) and the European Union (EU).

The G7 has frozen Russian assets within the jurisdiction of member states after Moscow launched a special military operation in Ukraine in February 2022.

Regarding the G7 aid package, President Joe Biden stated: “We will provide a $20 billion loan to Ukraine that will be repaid with interest earned on frozen Russian sovereign assets. In other words, Ukraine can get the support it needs now without burdening taxpayers.”

The US government plans to disburse $10 billion in economic aid in December, but needs congressional approval for an additional $10 billion in military aid, according to the White House National Security Council.

“Our ability to achieve this goal depends on Congress agreeing by mid-December… The United States will provide $20 billion in assistance to Ukraine through that effort, whether the money is split evenly between economic and military assistance or provided entirely in the form of economic assistance,” the White House National Security Council said.

Earlier, on October 22, US Treasury Secretary Janet Yellen announced that the G7 and EU allies were “very close” to completing overall loans for Ukraine, secured by frozen Russian assets.

The money to repay the loans will come from interest earned on some $300 billion of frozen Russian assets, most of which are in the EU.

On the same day, the White House also announced that North Korean soldiers training in Russia would become legal military targets if they fought in Ukraine.

Speaking to reporters, White House National Security Council spokesman John Kirby asserted: "If these North Korean soldiers decide to join the war against Ukraine, they will become legitimate military targets."

Meanwhile, a US official revealed on the same day that at least 3,000 North Korean soldiers are being trained at military bases in Russia's Far East.

The unnamed official said the North Korean soldiers were taken by train from the Wonsan region of North Korea to the city of Vladivostok sometime in early October. They were then taken to various military training sites in eastern Russia.
