The arms aid, which could be announced as soon as today (May 24), would use the President's Withdrawal Power, which allows Mr. Biden to transfer goods and services from the US stockpile without specific approval from the US Congress in an emergency.

The officials spoke on condition of anonymity because they were not authorized to discuss the matter publicly.
As part of the $95 billion aid bill, the US Congress approved $60.8 billion in various forms of aid to Ukraine, including $8 billion in presidential disenfranchisement.
While the package is primarily comprised of ammunition, it also includes vehicles designed to recover damaged tanks and other heavy equipment from the battlefield, a sign that the US expects attacks and losses of Ukrainian equipment to continue.
The $275 million aid package for Ukraine comes as Ukraine continues to lose ground on the battlefield in its conflict with Russia, with Kiev facing a strong Russian offensive in Kharkiv province.
