According to newly announced information after the Ministry of Finance issued Decision 2019 on June 11, the Customs Branch of Region II (formerly under Ho Chi Minh City) and the Customs Branch of Region XVIII (Dong Nai) are no longer in charge of Tan Son Nhat and Long Thanh airports.
Instead, these areas will be assigned to the Customs Branch of Region XV (previously in charge of Binh Thuan and Ba Ria - Vung Tau ). In addition, the Customs Branch of Region XV will have its headquarters in Ho Chi Minh City and will also manage the express delivery customs sector in Ho Chi Minh City.
Thus, the Customs Branch of Region XV will play an important role in managing key air ports.


On the other hand, in the context of the boom of e-commerce and international logistics, express delivery services in Ho Chi Minh City are also receiving special attention. The centralization of the Customs Branch of Region XV helps to effectively control import and export activities, prevent smuggling and violations of the law at the airport - where there is a very large volume of goods and passengers.
The new model with the specialized role of the Customs Branch of Region XV will help optimize procedures, manage specific cargo flows, speed up customs clearance and improve control efficiency for the huge volume of express delivery goods through Ho Chi Minh City.
In the above decision, the Ministry of Finance has publicized the list of 20 Regional Customs Branches nationwide, re-determining their locations and headquarters, in accordance with the arrangement of provincial-level administrative units. The list takes effect from June 11. The Ministry requires the completion of the organization and arrangement of Regional Branches and their affiliated units according to the new management areas before July 1, 2025.
The Ministry of Finance also allows the Director of the Customs Department to decide on the organization of the subordinate branches, after receiving opinions from the Ministry of Finance; Regulate the functions, tasks, powers and organizational structure (if any) of the Department's Departments and units under the Department's Branches. According to previous regulations, the Director of the Customs Department must submit to the Minister of Finance regulations on the functions, tasks, powers and organizational structure of the Regional Customs Branch, the Customs Inspection Branch, the Anti-smuggling Investigation Branch, and the Post-clearance Inspection Branch.
The above decentralization demonstrates the Ministry of Finance's efforts to increase flexibility and initiative for the Customs Department in adjusting and optimizing the internal apparatus, in accordance with the characteristics of each locality and specialized operations.
